Research On The Optimization Plan Of Zhuanghe City Administrative Service Center

With the deepening of reform and opening up,China's social and economic level has developed rapidly,and all walks of life are flourishing.At the same time,the problem of overstaffed and decentralized government organizational structure has caused great obstacles to the further development of economy and society.In order to solve these problems,administrative service centers have been constructed experimentally throughout the country.Up to now,it has proved that this road is successful and follows the footsteps of the development of socialist market economy.It plays a vital role in improving the economic development environment,implementing the reform of administrative examination and approval system,promoting the openness of government affairs and improving the efficiency of government administration.However,through the study of the development of administrative service centers in different places,it is found that the development level of administrative service centers in different places is uneven,and there are many exposed problems.Therefore,it is of great significance to analyze the problems existing in the construction and development of administrative service centers and put forward countermeasures.Based on the new public management theory and the new public service theory,this paper makes a thorough investigation on the current situation of the development of the administrative service center in Zhuanghe City,analyses the existing problems and the causes of the problems.On this basis,the optimization scheme of Zhuanghe Administrative Service Center is put forward,and the corresponding safeguard measures are put forward.The article holds that the main reasons for many problems of Zhuanghe Administrative Service Center are the ambiguity of legal orientation,the lack of standardized reference mode,and the dual management system.Focusing on the development and combining with the actual situation of Zhuanghe City,and drawing lessons from the construction experience of administrative service centers in advanced regions of China,this paper tentatively puts forward the development plan of administrative service centers in Zhuanghe City.It clarifies the administrative service centers in Zhuanghe City from three aspects: establishing a "one-stop" comprehensive business approval window,implementing the approval agency system in an all-round way and building a comprehensive online office.Development direction.It proposes a number of practical measures to set up comprehensive examination and approval window,approval window for investment project,real estate registration and tax collection window,set up agent center,and create a "Internet + government service" platform.At the end of the article,in order to ensure that the optimization scheme of the administrative service center of Zhuanghe City can finally be realized,specific safeguard measures are put forward.These safeguards are not only of great significance to the development of administrative service centers in Zhuanghe City,but also provide suggestions for other County cities in China to solve the development problems of administrative service centers.
