Research On Optimization Of "One-stop" Service Of Zhangshu Administrative Service Center

Since China’s reform and opening up,the reform of the administrative system has continued to deepen,and the government has gradually changed from an all-round type to a service type.In order to provide better public services to the people,the administrative service center is born at the right moment and it is implementing a new operation mode in terms of‘ one-stop office,one-stop service 、 unified examination 、 transparent approval and standardized management’ to provide services for enterprises and the public.In the context of the reform of national administration,administrative service centers around the country are trying to implement the service mode of running at most once in order to improve administrative efficiency and service level.Taking Zhangshu Administrative Service Center as the research object,this paper systematically analyzes the basic situation of the current one-stop service of Zhangshu Administrative service Center by introducing the theoretical concepts related to the research status at home and abroad and the development process of one-stop service.Based on the questionnaire survey and interview,this paper analyzes the basic situation and characteristics of the one-stop service,as well as the operation effect measured by service satisfaction,and the problems existing in the one-stop service of Zhangshu Administrative Service Center,such as insufficient authority over Windows from functional departments;data barriers between services failed to be broken;relatively poor office conditions;uneven quality of the staff in the windows;unreasonable and unclear window settings;insufficient types of items to be examined and approved online.According to the causes of the problems,this paper puts forward some countermeasures for optimizing and reengineering the examination and approval work flow,integrating the examination and approval service functions,improving the office hardware conditions of the administrative service center,strengthening the functions of the Administrative service center of Zhangshu city,strengthening the informatization construction,and improving the assessment and supervision mechanism of the administrative efficiency...
