In the late 1990s,the administrative service center in China was established.During this period,the administrative service center by virtue of "a department accepted,parallel examination and approval,unified fees,time-bound"and many other "one-stop" service characteristics,access to local governments favor.It has become a leader in government transformation,service optimization,efficiency improvement,reform and innovation,etc.The number of them also goes from one hundred to one hundred.Now,in China's five-level administrative system,only the central level has not established such institutions,and the other four administrative systems have been established.This distinction is different from the traditional administrative service agencies,and actively promote the change of government bureaucracy,shorten the service distance,improve service levels,create a service atmosphere and so on.But with the further deepening of practice,the administrative service center,which originated from the local government self-established,self-development,self-innovation organization,gradually appear drawbacks.lt contains the following aspects.First,there is not enough law about the administrative service center.The Administrative Licensing Law stipulates that an administrative organ may exercise the administrative license of the relevant administrative organ and provide the basis for the establishment of an administrative service center,but does not elaborate and explain the legal status of the administrative service center.In addition,the administrative permission law does not provide legal answers to questions about whether to set up new institutions,how to set up institutions or how to equip personnel.Therefore,the rule of man is stronger than the law in practice,Which led to different mandates,difficult organizational management and other issues.Second,there is a game between the administrative service center and the former units about the power of personnel management.Approval of the window staff accept the administrative service center and the original unit of the dual leadership at the same time.Because of the lack of law,"bar" restrictions,sectoral or power awareness,administrative service centers and the original stationed units have a conflict of interest.There is a power game in the personnel assignment and promotion of salary increases,resulitng in personnel management confusion,promotion difficulties and other issues.Finally,there is a game of decentralization between the original unit and the approval window.Both have different interests.Usually within the authority of the administrative examination and approval authority for the game center,The window licensing issues for the game,leading to administrative examination and approval work difficult to really implement.Based on the above analysis and the current situation considerations,I believe that the sustainable development of administrative service center,the key is the rational allocation of power resources.That is,through the legal system,to optimize the allocation of power on the administrative service center,the original unit and approval window.By directly or indirectly optimizing the path to balance the interests of all parties,use positive and game instead of zero-sum gameTherefore,this paper focuses on governance theory and game theory.Through literature review,questionnaire survey,interview method and other research methods,to investigate and study the allocation of power resources on the Dalian Municipal Public Administration Service Center,and put forward the optimization strategy on the above issues.First,establish the right concept of power resource allocation.To develop some guiding ideology,such as the right to legal,reasonable authorization,process optimization,so as to change the right weight,departmental and other erroneous ideas.Second,we have to solve the problem of imperfect law.Improve the administrative service center organization law and other laws,clarify the legal status of administrative service centers,regulate their institutional settings and staffing.While strengthening the power of supervision to the administrative service center,through the supervision to reduce the game;Thirdly,we should solve the game on the management of personnel.Through a clear standard on the window staff assigned and improve the supporting system,so as to reduce the game on the personnel assigned game;To determine the way of promotion of cadres,that is,work in the center,after passing the examination,returned to the original unit and served as leadership positions.It's good for window workers to get promoted in the matrix structure.Fourth,we have to solve the problem of decentralization.Building e-government platform between the central window and the original stationed units.With electronic signatures,electronic seal of the approval method to optimize the approval process.In order to solve the problem of insufficient examination and approval of the center window,it is necessary to manually run the legs back to the original unit to ask for instructions and seal.Power game is the product of irrational allocation of power resources,and the optimization of power allocation must start with the power game.Therefore,the innovation efforts of the paper mainly focus on the power game.By optimizing the assignment criteria and curing the promotion channels,try to solve the personnel game problem between the administrative service center and the original station;Through the electronic chapter,electronic signature way to shorten the physical distance between the approval window and the original unit.To optimize the approval process,indirect mitigation of the decentralization of the game on the central window and the original station.
