Research On The Problems And Countermeasures In The Operation Of The Town-level Convenience Service Center In Donggang District, Rizhao City

In the historical setting of deepening the reform of the administrative system,especially since Reforms to delegate power,streamline administration and optimize government services is on its way,it's more and more obvious that the government's attempting to become the servant,and the government service center has become an important carrier for playing this role.The town government is the administrative institution closest to the citizens,and the township convenient service center not only undertakes the functions of providing public services as well as administrative approval,but also become a way to communicate with the public,a way to improve service performance of the government.However,with the deepening of the reform,the township convenient service center exposed some problems when it operates,and the Donggang District of Rizhao City is no exception.Researches in Chinese and foreign academic circles are mainly concentrated in higher-level administrative service centers at the provincial,municipal,or district levels,while a few on township convenience service centers.This paper aims to probe into the construction,operation status and limitation of the township convenient service center in Donggang District of Rizhao City,and find ways to walk out the predicament.Through this research,it can not only enrich the theoretical research of grassroots administrative service providers,but also optimize the level of government service in Donggang District.It can also provide reference for the improvement of grassroots government affairs in the whole city and other regions,which has theoretical as well as practical significance.This paper mainly uses the literature research method,interview investigation method,case analysis method,according to the "normative analysis empirical research countermeasures" ideas,and bases on the new public management theory,the new public service theory,the seamless government theory.It can be seen form the research that the current operation of the township convenient service center in Donggang District of Rizhao City faces several problems,such as insufficient infrastructure construction,limited business scope,complicated approval flow,and underdeveloped One-network.While the limitations of administrative authority,the defects of process design,and the lag of e-government are the main reasons.In response to the above situation,we will propose countermeasures from three aspects: strengthening administrative functions,deepening process reengineering,and implementing Internet+Government Affairs,proposing feasible suggestions for the operation of township convenience service centers,providing better services to the public,and promoting Reforms to delegate power,streamline administration and optimize government services(Fangguanfu)and implementation of a service-oriented government.
