Research On The Problems And Countermeasures Of Township Administration System ——Taking X District Of Z City As An Example

The report to the 19th National Congress of the Communist Party of China（CPC）implement the Rural Revitalization Strategy.We must rely on the township government to promote it,and we must have good system and mechanism to provide lasting power,which can only be achieved by deepening the reform of the township administrative system.Taking the new round of township administrative system reform as the research object,this paper makes a systematic analysis of the township administrative system under the specific historical background of Rural Revitalization.Through the specific description of the function,organization,establishment and finance of the township administrative system in X District of Z City,it makes full use of field investigation,case analysis and interview.The problems exist in the current township administration system in China,such as small power and big responsibility,unclear boundaries of power and responsibility,difficulties in streamlining the personnel of township institutions,difficulties in township financial operation,weak functions of township public services,and imperfect incentive mechanism for township cadres,then the author use Governance Theory,Pressure System and Institutional Change Theory to analyze the reasons.The author believes the current problems of the township administrative system in China are mainly caused by the disadvantages of the Pressure System,the path dependence of Institutional Change,and the imperfection of multi-participation mechanism.Finally,combined with the current situation of China’s grassroots,this paper attempts to explore the specific countermeasures for the reform of township administrative system,that is,We should change the township development functions and improve the operation mechanism of administrative decentralization,so as to promote the transformation of township government functions and accurately match power and responsibility;reasonably divide financial power and expenditure responsibility,improve tthe financial operation mechanism of township,widely cultivate the township tax source,so as to improve the township financial management system;We should scientifically and reasonably divide the post responsibilities and authorities,improve evaluation mechanism of township cadres,improve the incentive measures of township cadres,so as to improve the mechanism of selecting and employing cadres,and improve the enthusiasm of township cadres;We should broaden the channels for rural people to participate in rural governance,promote the development of rural autonomous organizations,and improve the cross regional collaborative governance mechanism as a whole,so as to improve the multi-participation mechanism;We should also strengthen the construction of grassroots governance system and improve the efficiency of public services in rural.With a view to township government system can better serve the overall situation of promoting Rural Revitalization,improve the supply level of public goods and services,and constantly promote the modernization of social governance system and governance capacity in rural.
