In the background of deepening the reform of comprehensive, enhancing the quality of public services has become an important goal of government reform and innovation. This requires the government to fulfill its function, optimizing the organizational structure and ultimately improve the management level. The township government is the most grass-roots political organization structure in China. For it is closer to the peasant masses, it can more easily take into account the vital interests of the farmers. So it should exert the function of public services and provide the high quality public service to the local farmers. It is also a key goal of the township government to transform functions and build service government. However, at present, our country township government’s public service capacity is obviously lagging behind in economic and social development needs. The establishment of township convenient service center is an important way to innovate public services and improve public service ability. As a new forms of service Township convenient service center in recent years, there are some problems in the process of the implementation of operation, and development level also exists regional difference. Research on the township convenient service center in academic circles is basically limited to specific Township and the system of understanding has not yet formed.The purpose of this study is to explore the problems of China’s township convenient service center in the development process, and find the path of reform according to the present reality to construct public service government. This paper mainly uses system analysis method, comparative analysis method and literature research method to collect, identify and classify related literature about the township convenient service center. At the same time, referencing the foreign administrative service center mode for reference to put forward new opinion based on the understanding of the current research results. In order to improve the pertinence and validity of research, it also provides the feasibility for this. It based on the new public management theory, new public service theory and governance theory as the theoretical foundation and the three theories provide strong support for this argument. The paper tries to arouse the attention by analyzing the necessity of existence of township convenient service. and search a series of problems existing in our country’s township convenient service center to put forward the corresponding settlement measures, such as promoting the legal construction to provide legal protection, seizing the ideological construction to enhance service consciousness, strengthening function construction to realize the equal rights and responsibilities, strengthening supervision mechanism to eliminate the source of corruption improving e-government to improve office level and so on.The innovation of this paper lies in the combination of the Third Plenary Session of the eighteen advocate comprehensive reform theme, the feasibility of the proposed development from the perspective of technology system, ideology, as China’s township convenient service center, and integration of foreign advanced experience. The study can point the direction for China’s rural service center development, so that farmers can share the fruits of reform and opening and get high quality public services. The township government will become a model in working service government method, adhering to the people-oriented ruling concept and building a harmonious socialist society.
