Research On The Construction Of Government Procurement Supervision And Service System Under The Background Of "The Reform Of Streamline The Government,Delegate Power,and Improve Government Services"

Since the 18th National Congress of the Communist Party of China,the reform of release,management and service of the Chinese government has been promoted year by year.As an important means for the government to manage social and economic life,government procurement is one of the important fields of the reform of release,management and service.In recent years,a series of changes have taken place in the laws and policies of government procurement in order to implement various measures of the reform of release,management and service.On the one hand,through decentralization,the procurement autonomy of local governments has been strengthened.Taking Guangdong Province as an example,from January to September 2020,a series of deregulation policies such as< The Notice on Regulating the Approval of Provincial Single Source p Pocurement Methods and the Approval and Management of Imported Products >were issued,which further narrowed the scope of unified and centralized procurement by the government,met the personalized needs of purchasers to a certain extent,and effectively gave full play to the initiative of purchasers.Looking at the whole country,the reform of simplifying administration and delegating power in the field of government procurement in Guangdong Province has always been in the forefront of the country.On the other hand,we have to see that due to the current situation in the field of government procurement supervision and service in Guangdong Province,such as the segmentation of management mode,the insufficient ability of online resource integration,the lack of quality of employees and the dislocation of government functions and roles,there are various problems in the supervision mechanism and low service level of government procurement,which reduce the benefits of government procurement and affect the pace of government deregulation and service reform.As an important means of saving money,eliminating corruption and optimizing economic structure,government procurement should standardize government procurement activities by improving the supervision mechanism of procurement activities,and strengthen the market competition mechanism with the goal of maximizing public interests;Focus on optimizing public services and stimulate the vitality of various procurement entities.This paper mainly takes the supervision and service system in the field of government procurement in Guangdong Province as the research object since the reform of "release,management and service",takes the risk point of government procurement as the starting point,points out the problems existing in the field of government procurement from the perspectives of supervision and service,analyzes the causes of the problems,and puts forward the countermeasures one by one.
