Research On The Innovation Of Community Public Service Supply From The Perspective Of Cooperative Production

Community public service supply is an important responsibility of the government.In recent years,with the diversification and complexity of residents' demand for public services,cooperative production has been regarded as an innovation in the supply of public services.In order to explore the innovative process of public service cooperative production,this paper takes Shanghai L Street as an example,constructs an analytical framework of "cooperative motivation-cooperative mechanism-cooperative effect",and makes a deep analysis of the garbage classification process in L Street.It is found that there are four mechanisms in the cooperative production process of garbage classification in L Street,namely,"organization-coordination" mechanism and "propaganda-expansion"."Dispersion"mechanism,"mobilization-incentive" mechanism;"two networks"-integration"mechanism.In addition,this paper analyzed the effect of cooperative production of waste classification from three perspectives: cooperative process,cooperative subject and cooperative cost.The analysis shows that cooperative production not only improves the quality and effect of waste classification,but also strengthens the motive force of government cooperation,improves the ability of social organizations,fosters the willingness and ability of residents to classify,and promotes the economy and society of enterprises.Benefit: Although time cost has been increased,economic cost and social cost have been greatly reduced.Finally,through reviewing the cooperative production process of L Street garbage classification,this paper summarizes five experiences of cooperative production of community public service: the change of government concept,the wide participation of citizens,the design of top-level system,the establishment of operation mechanism and the cooperation of multiple subjects.In view of the problems existing in the cooperative production process,this paper puts forward three ways to innovate the supply of community public services: laying equal stress on both internal and external cooperation;laying equal stress on the cooperative process and results;and paving the way for the cooperative production of public services.
