The Research On Cooperative Production Mode Of Urban Public Service

With the continuous development of city scale in China,the rapid growth of urban population,the current our country city public service supply is facing enormous challenges,lack of public service facilities,resource gap is big,public finance pressure rising,the service effect is not very desirable,urban residents bigger to the opinions of the public service,etc.,are the important characteristics of the problem.How to realize the effective public service supply in the city has become an important challenge for the grassroots government in China.This study holds that the dilemma of urban public service supply is an important embodiment of the complexity of urban governance.The dilemma faced by urban public services mainly comes from two categories:the "mismatch between supply and demand"caused by the difference between the service target and the demand of urban citizens,and the "imbalance between supply and demand" caused by the structural or non-structural service in the service process.Behind these two problems have a complex mechanism,but should be able to through the city and to improve the system of governance mechanism of solution,namely the construction of reasonable and effective governance model and system design to further improve on the basis of the existing urban public service supply ability,solve the problems faced by the current urban public service supply and challenges.In the design process of the necessary system,of course,must highlight the status of urban residents in the urban public service production process and initiative,play to urban residents in the public service more positive role in the process of production and consumption,which play a positive role,is also an important way to promote the improvement of public service and opportunity.In dealing with the problem,on the basis of urban public service supply and demand of public service cooperation production theory can be said to be an effective theory,through the way of system design,make the urban residents in the two fields:the consumption and production of public service and public service,including the public sector,professional producers,which in the concrete process of fitting the goal of public service and forms with differences in residents' actual demand,and makes residents by participating in the way production resources cooperation,for the whole production to provide necessary resources,including time and labor makes ease and improve the public service supply and demand contradiction problem.Trying to construct a reasonable and effective mode of urban public service supply needs the reference of effective governance mode."Tiger brother" mode can be said to be a relatively successful case of cooperative production based on the theory of public service cooperative production.This case basically continues the basic thinking of cooperative production theory and guides the residents to cooperate in the production and consumption fields of public services.Through production cooperation,professional producers of public services and cooperative producers achieve the consistency of production.As urban residents,cooperative producers provide a huge amount of time resources and labor resources for the entire production system.Through consumption cooperation,urban residents can basically fully express their consumption intention in the consumption process of public services,ensuring the consistency between public services and the needs of urban residents.At the same time,"tiger brother" mode also solves the problem of objectivity which is necessary for public service cooperative production.The "door-to-door" service mode effectively solves the distribution problem of public service facilities and provides a solution to the "last 100 meters" problem that has plagued the service supply.Reasonable design also makes the cost of facilities necessary for residents to participate in cooperative production close to zero,and the time cost and labor cost to maintain daily production are also reduced,which supplements the resources for the production of public services and alleviates the structural contradiction between supply and demand.From the overall point of view of the whole cooperative production mechanism,reasonable technical design and knowledge popularization guarantee the effective production,and also can meet some non-economic goals.Generally speaking,the "tiger brother" mode also has a considerable reference significance in terms of public service cooperative production.The practice of the "tiger brother" model shows that the cooperative production of public services is of practical significance to solve the contradiction between the supply and demand of urban public services,which exactly responds to the basic problem this paper tries to explore.
