| At present,with the implementation of the Rural Revitalization Strategy,the construction of new rural communities has entered a new stage.Narrowing the gap between urban and rural basic public services,improving the supply level of public services in rural grass-roots communities,and realizing balanced,coordinated and sustainable development are the focus of the new rural construction under the background of the Rural Revitalization Strategy.In the process of new rural community construction,residents’ demand for public services is increasing,and their requirements and standards are significantly higher than before.It is urgent to improve supporting rural community public services.While increasing the number,types and coverage of public services,the ability and quality of services are also problems to be solved in development.How to give better play to the role of the government,community Many problems need to be solved urgently to improve the public service capacity of new rural communities through the four roles of residents and society.In order to further improve the rural work and implement the master plan of "one hundred villages and ten thousand households" well-off housing construction project,Baishu Town,Liangzhou District plans to build a new rural community demonstration site in the west of Huangtai distillery in 2012 according to the planning of urban-rural integration development strategy of the third party congress of Wuwei Municipal Party committee and the requirements of Liangzhou District Party committee and government Zhongqi village and even the surrounding villages radiate and drive the development of the suburban economic circle of Baishu town and the urbanization of rural residents,so as to improve the rural living environment.By integrating resources,building platforms and providing classified guidance,we can provide services for suburban villagers as much as possible and promote the modernization of rural governance.This paper takes Qingshui Zhongqi new rural community as the object,and comprehensively uses the methods of consulting relevant literature,questionnaire and interview to carry out relevant research on the public service capacity of the community and its improvement countermeasures.Based on the governance theory and cooperative production theory,this paper constructs the analytical framework and dimensions of the public service capacity of the new rural community,takes the cooperative production of public services as an effective way to improve the public service capacity of the new rural community,and discusses the improvement path of the public service capacity of the new rural community from the aspects of government provision,community implementation,citizen participation and social coordination.Around the above four aspects,the questionnaire and interview outline are designed to investigate the public service capacity of the new rural community in Qingshui Zhongqi.The paper describes the characteristics of the data obtained from the survey,comprehensively uses the methods of difference analysis and regression analysis to analyze the results,and summarizes and extracts the current situation,existing problems,influencing factors of public service capacity and Countermeasures for capacity improvement of the new rural community in Qingshui Zhongqi.Finally,it puts forward the transformation of government functions around the four dimensions of government provision,community implementation,citizen participation and social coordination;Promote the integration of community autonomous organizations;Service supply is diversified and coordinated;Strengthening residents’ participation;Improve service quality and professional level;The establishment of a scientific evaluation system of public services in six aspects of rationalization measures,so as to enhance citizens’ recognition of government,community and public services,and enhance the public service capacity of new rural communities. |
