Housing is the basic material condition for human survival and development.The market failure and income differentiation brought about by competition have caused some people cannot rely on their own ability to obtain housing under market economy conditions.Housing security is the form of social security in the housing sector.It is one of the public services provided by the government to achieve fairness and justice and maintain social stability.As a tangible carrier for the government to realize the housing security function,the affordable housing system is the basis for building a housing security system.After the housing reform in 1998,Yangzhou's affordable housing system has matured over the past 20 years and has become more and more mature,solving the housing difficulties of hundreds of thousands of families.However,the policy orientation of selling mainly and over-marketing has highlighted problems such as insufficient supply and weakening of safeguards.With the inclusion of housing security in China's basic public service system,new requirements have been placed on the deepening development of the affordable housing system to ensure that every citizen has equal access to housing that meets basic standards.Based on the literature research and survey data analysis,this paper analyzes the affordable housing system in Yangzhou from the perspective of equalization of basic public services,and forms the following main points:1.The government is the main body to implement the equalization of basic housing security The supply of affordable housing is a form of social wealth redistribution that must be achieved by the government's right of public resource allocation.The key to achieving equalization of basic housing security is to strengthen the public service concept at the decision-making level.The prerequisite for realizing the equalization of local government financial capacity is to establish a fiscal transfer payment system.2.In the market economy,public services should play a role in the field of market failure.Public service is a supplement to the market instead of replacement.It is necessary to strictly distinguish applicants in order to provide protection to difficult families who cannot solve basic living conditions through marketing.The way of guarantee changes from increasing housing supply to increasing economic compensation,in order to avoid the damage to the market filtering mechanism caused by the supply of affordable housing.3.The essential requirement of equalization is to reflect social fairness.According to the theory of social security,the guarantee insists on the principle of "trusting the bottom" and the distribution conforms to the principle of "fairness".At the same time,in accordance with the principle of "fairness and priority",strictly avoid unfairness in distribution.4.The non-competitive characteristic of public services determines that their prices cannot be determined by market mechanisms.The essence of housing security is that the government can bridge the gap between the ability of residents to pay and the price of the housing market.Therefore,the pricing of affordable housing should be based on the payment ability of resident.According to the pricing method of market price,the affordable housing is inaccessible to some people.Based on the evaluation of institutional performance,analysis of the non-equalization phenomenon of the current system from the five dimensions of service supply,equal opportunity,accessibility,fairness and effectiveness we point out that the fundamental reason behind the phenomenon of non-equalization is that the decision-making layer does not firmly establish the concept of public service.Other reasons include the lack of legal norms and the absence of a fiscal transfer payment system.In response to the problems and causes found,it is proposed to start from seven aspects:1.Strengthen the concept of government public service,2.Ensure effective integration with the market,3.Reasonable construction of rent pricing mechanism,4.Introduce the participation of in citizen into decision making,5.Change the method of affordable housing system,6.Improve laws and regulations,7.Establish a transfer payment system.Further to improve the affordable housing system in Yangzhou and improve the level of equalization of basic housing security.
