Sports Governance: Logic, Dilemma And Change

Mobilized governance is a way of governance which have distinctive local color,This paper selects the new-type rural community construction in H province as the research sample,through the analysis of it's rural community construction process to demonstrate how the mobilized governance deduced in current political and administrative ecology of China,on this basis,This paper established on three aspects which are system and mechanism,realistic basis and psychological origin to elaborate that the reason why mobilized governance can exist for a long time in China.Moreover,based on the case study concludes that the dilemma in the forward movement of mobilized governance.Particularly,not only the triggering mechanism,also includes the process and results of mobilized governance,through the analysis of the predicament,It has been found that,social relations are increasingly close,social structure is increasingly complex,and interest demands are increasingly diversified.In this case,the congenital advantages of mobilized governance are being eliminated by the acquired unexpected results,and mobilized governance is gradually becoming more and more involved.Finally,based on the analysis of the dilemma,this paper puts forward some thoughts and suggestions to promote the change of mobilized governance structure.The details are as follows:First of all,the article discuss from the aspects of general meaning and characteristics of mobilized governance,it considers that mobilized governance is a process in wh:ich the government breaks the convention rules and resorts to mobilization mechanism to deal with public problems and drive economic and social changes,It has four characteristics are the leading authority of the governance subject,the multi-level extensive mobilization,the clear object definition and the relatively short period.Secondly,based on H province new rural community construction as sample,from the target set by the complex logic,resource integration under the movement to promote,governance effect of three aspects to render the movement process of the governance.Thirdly,based on the process analysis,this paper analyzes the generation mechanism of mobilized governance from the perspectives of institutional mechanism,realistic basis and psychological origin.Through the analysis found that the high degree of unity between the party and the government,the response of the bureaucratic system to the complex public problems and the political performance pressure of the high speed modernization are the reasons of the system.The deficiency of conventional governance,the heritage of authority of charisma type and the path dependence formed by practice are the realistic basis of its derivation.However,the identity of the thought of humanistic thinking and the omnipotent government is its psychological origin.Under the combination of these factors,mobilized governance can be in China for a long time to exist.Fourthly,combined with the case study,the article analyzes the dilemma of the mobilized governance in the current social field.In the trigger mechanism,both problem recognition and goal setting have problems of simplification and blindness.In the process of governance,mobilized governance also faces the ethical dilemma of public governance,such as the contradiction between governance measures and laws and the alienation of objectives.In terms of governance results,mobilized governance also faces the contradiction between short-term effects and long-term benefits,derivative consequences and expected results.The existence of these contradictions makes the congenital advantage of motion type management no longer,mobilized governance tends to involution.Fifth,based on the analysis of the dilemma,the article puts forward the thinking and Suggestions to promote the reformation of mobilized governance.On the basis of affirming the role of mobilized governance in using its mobilization mechanism to focus resources to do great things and make up for the deficiency of conventional governance,It is pointed out that the reasonable operation space of mobilized governance is becoming narrower and narrower,so a series of measures should be taken to standardize mobilized governance and promote the transformation of mobilized governance:That is to regulate the necessary mobilized governance in some fields by constructing reasonable trigger mechanism and constraint mechanism,by improving system construction and construction of the conventional governance mechanism,strengthening the participation of multiple governance bodies to promote the transformation of mobilized governance to the regularization and governance modernization.
