The Research Of Mobilized Governance

As an important part of national governance,mobilized governance are often used by the government in response to a number of special rectification tasks.This paper use the transformation of the city village as the breakthrough point,analysis the characteristics,advantages and existing problems of mobilized governance.This paper selects the transformation of xiaozaogou village in Taiyuan City as a case study,describes the transformation steps in detail from mobilization,implementation and assessment of three stages respectively.On this basis,summarizes three characteristics of xiaozaogou village reconstruction:the mobilized staff allocation,the simplification of examination and approval system and the special funds allocation.In the end,the author summarizes the results of the transformation of Xiaozaogou Village from the two aspects of problems and results:Wasting serious,due to the movement of the government and the result of low mass basis and a single assessment methods and due to mandatory movement of social instability caused by the increase in four aspects;as Zhaogou Village Village in the transformation of the effectiveness of the author also made some simple to sum up.In the investigation of xiaozaogou Village Reconstruction and analyze in detail the basis,the reconstruction of village mobilized advantages and disadvantages of the general level of description.The advantages include simplifying the process of transformation,reducing the cost of the game,taking into account the compensation fairness,speed up the transformation of the progress and promote the completion of the five aspects of restructuring;Disadvantages include the transformation of the main single,renovation of the surface,the cost of renovation,transformation of a specific object,the transformation process of "illegal" the villagers participation level is low,the administrative management system of non institutionalized and special groups of fringe benefits such as eight aspects.Taiyuan City,the advantages of the transformation of urban villages in the transformation process,and the disadvantage is reflected in the process of transformation and political life in two areas.In the conclusion part,the author expounds the reason why mode of mobilized governance will exist for a long time in the current social situation and the future direction of development.The mode of mobilized governance will exist for a long time,mainly for three reasons:First,the regional economic differences in the social transformation of the pressure,the second is the traditional governance of the government movement,the third is the conventional treatment of defects and deficiencies.The mode of mobilized governance,because of the expansion of the social capital,the reform of the administrative system and the continuous improvement of the legal system,will gradually transition to the mode of diversified and institutionalized governance.
