Among The Qingli:the Mobilized Governance In The Public Affairs

Grassroots governance is the governance level that has more public political participation, and the governance region that is close to people’s daily life, which determines the grassroots governance should have its own particularity, it should be differ from other areas of governance especially in the way of governance. Strategies of governance are nothing less than the governance forced by bureaucratic, the governance through market exchange, and the governance by mobilizing. In the practice of grassroots governance, the most common is the governance by mobilizing. Whether the cadres as a symbol of national, or the mass as individuality in society, tend to think of using Qingli (reasonable discourse) to do mobilization in dealing with public affairs. The reason why often use such a way to deal with public affairs is mainly because of the trivial features and nature of life in grassroots political life, which determine the logic of public affairs must compromise with the logic of people’s daily life, and government interventions beyond the scope of public awareness and understanding to everyday life often bring governance dilemma or problem. The way the social actors take advantage of Qingli mobilization to deal with public affairs in grassroots governance on the one hand reflects they realize the importance of enlisting multiple subjects work together on public affairs, on the other hand reflects they grasp the Chinese cultural traits with Qingli.It should be noted that, Qingli with relationalism and particularism as a trait is not only reasonable approach of interpersonal communication, but also a criterion of social action. It’s a mixture of sensibility, customs, legal, interest and other content. Most important, Qingli is not a closed system, but an open system of logic tendency updating continually with social development and the building of a modern state. Mobilizing with Qingli brings back to the essence to governance of multiple negotiation and the integration of Qingli and governance, which is the value of mobilized governance in grassroots.Under the framework based on the core concept of mobilized governance, this paper tries to analysis the solution of public affairs in grassroots with social survey. Overall, the article probably divided into four parts:The first part mainly introduces the research topic, from the origin of the problem, and analyzes the relevant to the topic of research. Based on previous studies, the paper put forward the method. At the same time, this part introduced the process of generating the field data.The second part of this paper analyzes the core concepts of mobilized governance, does etymology retroactive and morphological analysis mobilization, which is the main strategy in grassroots public affairs governance. Paper emphasized the everyday life qualities of mobilization and proposed analytical framework of mobilized governance based on the retrospect of political mobilization and social governance.The third part analyzes the mobilization in grassroots public affairs governance. With the characteristics of grassroots political life, this part reappeared the scene of mobilization relied on Qingli in grassroots through case, and showed the integration of Qingli and governance in the grassroots public affairs governance.The fourth part tells the cultural characteristics with Qingli of local society and the strategy of grassroots governance. It noted that the using Qingli to governance ease the embarrassment of resource starvation in grassroots governance to some extent, and in practice has gradually developed into an effective way of governance.Mobilization is a practice that this article focuses on. It reaches agreement on ideas or action by convincing each other. In grassroots public affairs governance, Qingli has become an important resource of mobilization. When the actors in the governance system use Qingli to mobilize others, they also practice the consultative governance. In this sense, mobilized governance is an effective way of public affairs governance in grassroots.
