Content Analysis On China Internet Of Things Policies From The Perspective Of Policy Tools

The Internet of things is the third significant innovation of the information technology after the computer technology and the Internet technology.It is regarded as one of the strategic commanding points of the current world's new economic and technological development.Developing the Internet of things industry has important practical significance for economic and social development.The Internet of things industry is listed as one of the new strategic industries officially by Chinese government in 2009.And the government has promulgated a series of related policies to promote the healthy development of the Internet of things industry.By collecting the relevant policies of the Internet of things in China comprehensively,51 copies of the representative policy texts are selected.On the basis of the existing research,the policy tools are divided into supply-based type,environmental type and needs-based type with Rothwell and Zegveld's ideas.And two-dimensional framework for policy tools is built with the four industry stages of research and development,investment,production and consumption.Then encode specific provisions of the policy text,and count frequency statistics when they fallen under the two-dimensional framework,in order to summarize the characteristics of Internet of things policies in China.Through the above research,main conclusions of this paper are as follows:the types of policy tools' ratio is unbalanced,and needs-based type is woefully inadequate;the overflow,lacking or missing exist on application of different types of policy tools.Tell in detail:in environmental policy tools,the control of planning tools overflows,economic incentives tools lacks.In supply-based policy tools,there are deficiencies in finance support tools.There are lacking and deficiencies in the use of outsourcing and trade restrictions in need-based policy tools.Finally,unreasonableness of policy tools distribution in the industry stage focus on the industry stages of research,production and consumption,thus investment is inadequate.To solve the problem above,combining the actual situation of the domestic the Internet of things industry,the main policy commendations in this paper are:strengthening the implementation efforts of need-based policy tools;reducing the use frequency of environmental policy tools and strengthen its implementation efforts moderately;increasing the application of policy tools in the investment phase of Internet of things industry.
