The grass-roots government is the link between the state and the people and the nerve endings of the state power.In dealing with the masses,the most important thing is the grass-roots government,and the state's policies are conveyed to the masses through the most basic villages and towns.The civil servants working in the grass-roots government,that is,villages and towns,are called township civil servants.They came to the grass-roots level with ideals in their arms and dedicated their youth.In recent years,the civil service craze has been holding high,attracting more and more fresh graduates and social workers to enter oneself for an examination year after year.Some jobs even have more than 3000 people competing for one job,but some jobs have not been accepted.Sometimes due to professional reasons,there are also some reasons,such as remoteness,poor welfare,remoteness from home,and so on,not many people enter oneself for an examination.On the one hand,more and more people want to enter the civil service.In this system,they think that a newspaper and a cup of tea have passed a day.On the other hand,they are grass-roots civil servants in villages and towns.More and more people want to escape from villages and towns and go to a higher platform,either resign or choose secondment to leave to find a place where they can really play their talents.This article is through the analysis of the reasons for the loss of township civil servants,to explore the countermeasures to keep township civil servants in villages and towns,so that they can have more energy,put their mind on work and people,and truly establish the concept of people-centered service,rather than just thinking of fleeing from villages and towns as soon as possible.Leaving township civil servants in villages and towns requires not only the efforts of the state and society,but also the understanding of the people.The full text is divided into five parts:The first part is an introduction,including the background and meaning of the topic,the current research situation at home and abroad,the goal and content of the research,the problems to be solved,and the research methods of the writing plan.The second part is the basic concept explanation and theoretical basis.The basic concepts include the five-year service period of township civil servants and township civil servants,and the theoretical basis,including human capital theory,Maslow's theory,domino effect and two-factor theory.The third part is the current situation,causes and effects of the loss of civil servants at the grassroots level.Including the situation of the grassroots civil service,the current situation of the loss of grassroots civil servants,the analysis of the reasons for the loss of grassroots civil servants,and the impact of the loss of grassroots civil servants,the reasons for the loss of grassroots civil servants include the fact that the personal value of grassroots work is not achieved.The narrow channels of promotion are too weak,and the migratory bird style of work is too weak.Pay is low.The fourth part is an empirical analysis of the loss of civil servants in Laodian Town.Taking Laodian Town as an example,this paper takes questionnaires and face-to-face dropping bombs to understand the psychological state of young civil servants in Laodian Town,and looks at the situation of the loss of civil servants in villages and towns from 2010 to 2018,as well as the analysis of the reasons for the loss.The fifth part is the countermeasures and suggestions to improve the township government's retention of township civil servants.We have a perfect salary plan,implement various preferential policies,strengthen the training of civil servants,strengthen the construction of office facilities,and pay attention to the psychological status of young civil servants.The sixth part is the conclusion.By analyzing the causes of the loss of grass-roots civil servants,and narrowing the scope of the investigation and research to a township,the reasons for the loss of grass-roots civil servants are deeply excavated,and through the analysis of the reasons,the countermeasures for retaining grass-roots civil servants are explored.
