The government,with political,economic,cultural and social functions,is the symbol and actual actor of the state public power,and to provide public services for the community is the best embodiment of serving people for government.The grassroots government,which is closest government tier to people,directly serves the people.The status of the grassroots government as a link between government and the people,determines its irreplaceable role.Currently,China is working to build a service-oriented,sun-type and rule-based government;to improve the efficiency of grass-roots government is particularly important now.Civil servants,as the concrete performers of government work,are the core and key elements of the implementation of government functions.For the grassroots civil servants directly contact with the people,so their work efficiency level is related to the image of the government,thus improving the enthusiasm of grassroots civil servants and work efficiency is extremely important.Incentives are the core of human resource management for the government and its departments.Remuneration incentive,as the most common and important mean of incentives,should play its due role.The rationality of compensation system not only directly affects the stability of grassroots civil servants and their enthusiasm,but also related to the efficiency and impartiality of public administration.For the particularity of civil servants,on the one hand the achievements of public services are difficult to quantify and the performance standards of civil servants are more difficult to formulate;on the other hand,the implementation of permanent employment system,which dismissal system in the enterprises is not applicable for grassroots civil servants with poor performance.How to design a set of salary incentive system which is in line with the use of civil servants is the focus of many scholars’ research.On the basis of reference to many literatures,the author takes the "The present situation and countermeasure of salary incentive mechanism for grassroots civil servants” as the research topic,carries on the discussion and the research.This paper aims to explore how to use salary incentive mechanism to give full play to the performance of grassroots civil servants under the conditions of the socialist market economic system.Through the selection of the most representative grassroots organizations,the author analyzes the limitations of the salary system of the grassroots civil servants and explores the measures to improve the salary incentive mechanism of the grassroots civil servants,and provides theoretical support and realistic basis for further construction of salary incentive mechanism suitable for the development of the grassroots civil servants.This paper is divided into six parts to study the topic,in the first part,the author elaborates the meaning and background of the topic,summarizes the status of grassroots civil servants at home and abroad;in the second part,the author elaborates related salary incentive theories for grassroots civil servants,mainly including theories on grassroots civil servants,salary and salary incentives;in the third part,the author analyzes the background and historical evolution of the incentive mechanism of grassroots civil servants;in the fourth part,the author briefly describes the salary incentive mechanism for grassroots civil servants in foreign countries;in the fifth part,the author elaborates of the current status of salary incentive mechanism for grassroots civil servants;in the last part,the author puts forward the measures and methods to improve the salary incentive mechanism of grassroots civil servants.
