After the promulgation and implementation of the Law of the People's Republic of China on Public Libraries,due to the geographical relationship and the factors of homogenous culture,this paper selects the relevant contents of the public libraries of China,Japan and South Korea in Northeast Asia for comparative study.Based on the status quo of the legislative research of the public libraries of China,Japan and Korea,this paper sorts out the legislative evolution,characteristics and national political and historical background of the three national public libraries.Through the comparison of the legislative system and the content,analyze the similarities and differences between the system and the content,find the source,and understand the political,historical and cultural environment behind the legislation.Scientific comparisons have resulted in problems such as imperfect systems in the legislation of public libraries in China.In the process of comparison,it is also concluded that China has the comparative advantages of conforming to international laws,highlighting Chinese characteristics,and strengthening cultural self-confidence.Finally,through the comparison of results,suggestions are made to improve the legal system of public libraries,to amend laws in a timely manner,and to give full play to the advantages of China's characteristics.In the future,in the legislation of public libraries,we will make up the shortcomings,give full play to the advantages and promote the development of the public library.
