Research On The Synergy Of My Country's Government Data Opening Policy

This paper studies the synergy of Chinese government data opening policy,with a view to understanding the strength,goal,concrete coordination degree of policy tools,and how to strengthen the synergistic effect of government data opening policy.And improve the existing policy measurement standards and research methods.Based on the policy dynamics,tools and objectives,the paper constructs a three-dimensional collaborative analysis model.The text of the policy is analyzed in detail by the method of content analysis,and the definition and quantification standard of the classification operation of the policy strength,objectives and tools are expounded,and quantized by the expert scoring method.The quantitative and qualitative methods are used to put the quantitative results into the formula for calculating the degree of synergy,and the synergetic degree of the policy tools and objectives is calculated and analyzed.It is concluded that the coordination between the policy issuing departments is not enough;the core role of the main departments is not obvious;and there is a great difference in the degree of coordination among the objectives among the measures.Therefore,the policy recommendations are to strengthen inter-sectoral coordination to jointly promote data openness,to strengthen the synergy of overall policy objectives,and to promote coordination among policy tools to achieve overall progress.
