Since 1978, with the reforms in various fields and the reconfiguration for the relationship between state and market, as well as the relationship between state and society in China, it provides a broad place for diverse Non-Governmental Organizations. Social welfare has seen the same change. Since the Eighth National Conference for Civil Affairs in 1983, Ministry of Civil Affairs has began to probe the reforms for Chinese Social Welfare, putting forward new ways such as the cooperation between the state and social forces, promulgating relevant statutes, which makes Non-Governmental Organizations sprang up like bamboo shoots after a spring rain. It has gotten the attention from governmental managements, academic studies, as well as social lives. This essay chooses a civil P school on special service for retarded children as a example, and try to apply Pierre Bourdieu's"field-habitus"theory to analyse its establishments, the practice of legalization and it's service for the social welfare ensurence, endeavoring to explore the topics such as objective place, the construction of habitus, and practical tactics for Non-Governmental Organizations.The main conclusion from this paper is, because of the limited capital owned by this P special education school, it comes across lots of problems and difficulties when it provides service for itself and competes with other social fields. Therefore, as the propellant of socializing process for social welfare and the representative of administration and management field, the relevant government departments should take the responsibility for providing suitable environment for private social welfare organizations, impelling more and more nongovernmental capital into the construction of social welfare.
