Research On The Operating Mechanism Of Mutual Assistance For The Elderly In Rural Areas

With the popularization and practice of rural mutual pension in rural areas throughout the country,rural mutual pension will become an important way to cope with the aging problem and solve the problem of rural elderly pension.However,influenced by many factors,such as the traditional concept of the elderly,insufficient funds,poor management and so on,it is still difficult to popularize the practice of rural mutual pension in our countryside.Therefore,it is of great significance to explore the construction of the operation mechanism of rural mutual pension for the effective development of rural mutual pension.This paper chooses Tongren Mutual Assistance and Happiness Hospital in Guizhou Province as the carrier to explore the operation mechanism of rural mutual assistance and old-age support.Firstly,this paper studies the influencing factors of subjective well-being of the elderly under Tongren Mutual Assistance and Old-age support.The results show that: education,physical health,personal monthly average income,whether to get money and property from children/relatives,relieve loneliness and satisfaction of the Happiness Hospital.Degree,participation in the management/organization activities of the Happiness Home,perfection of facilities and satisfaction with the management level of the Happiness Home have significant effects on the subjective well-being of the elderly.Secondly,from the implementation and operation status of Tongren Mutual Assistance and Happiness Hospital,we find and summarize the existing problems in financing mechanism,service mechanism,incentive mechanism and management mechanism.Finally,combined with the existing problems,the factors affecting the subjective well-being of the elderly,the successful experience of mutual support at home and abroad as well as personal research,it provides suggestions for the construction of the operation mechanism of rural mutual support for the aged.According to the connotation of the mechanism,this paper analyses and constructs the operation mechanism of rural mutual assistance for the aged from four aspects:the main body,content and internal relationship.In the aspect of financing mechanism,it is suggested to construct a multi-level financing mechanism,in which the government,society,village collectives and families share the old-age expenditure of the elderly in the rural mutual assistance happy home.Secondly,it is necessary to clarify the nature of the service of the rural mutual assistance happy home.In terms of mechanism,it emphasizes the diversification of service subjects and the setting of service content on demand;in terms of incentive mechanism,it is necessary to encourage the participants to participate in mutual assistance for the aged by satisfying the interests of each subject,and at the same time,the introduction of “time bank” incentive mode will make the mutual assistance behavior in rural mutual assistance happy hospitals effectively continue;in terms of management mechanism,first of all,it is necessary to construct the legal allocation of mutual assistance for the aged in rural areas.In terms of specific management,the elderly should be taken as the main body of management,while ensuring the rationality,comprehensiveness and thoughtfulness of the management content.At the same time,the supervision and management of mutual assistance in rural areas by the government and society are indispensable.Constructing a comprehensive and perfect operation mechanism of rural mutual assistance for the aged is conducive to the effective development of rural mutual assistance for the aged,but also can provide security for the happy life of the elderly in rural areas.
