Research On The Function Positioning Of Police Stations From The Perspective Of Rule Of Law

Since the reform and opening up,China's political system reform has continued to develop and advance.As an armed administrative force and a criminal judicial force,the public security organs have a harder and more responsible task of maintaining the stability of the state's political power and social stability than any previous period.The police station is a dispatched institution directly under the leadership of the municipal and county public security organs.It directly faces and serves the broad masses of the people,and undertakes a large number of basic tasks such as handling police,patrolling prevention,population management,dispute mediation,and case investigation.It is the forefront of protecting the lives and property of the people,maintaining social harmony and stability,and cracking down on illegal crimes.At present,the police station integrates multiple functions into one,and its setup and construction are temporarily lacking in legal confirmation.At the same time,the broad functional positioning and the performance appraisal set by the superior police lines to the police station have far exceeded their tolerance.As a result,the police station has emerged in the process of reform and development,such as unclear role positioning,unclear function,serious shortage of police force,serious overworked work,weak grassroots basic work,and low public satisfaction.At present,we will further promote the construction of the public security under the rule of law,comprehensively deepen the general trend of public security reform,accurately position the functions of the police station,make it run efficiently on the rule of law,and get rid of the embarrassing situation of "disordering" and "brows and beards" to ensure legal provisions.Effective performance of duties within the scope has important theoretical and practical significance for the entire public security work and even the advancement of the country's rule of law.On the basis of researching the achievements of the predecessors,this paper starts with the relevant concepts,starts with the relevant concepts,analyzes the current police station's police force allocation,functions and status,and police operations,and deeply analyzes the reasons why the police station's functions have changed from the standard.Analyze the deep-seated factors that influence the function of the system,and use the rule of law to propose a path to re-adjust the function of the police station to return to the standard,in order to provide a theoretical reference for the rule of law in the police station.This article is mainly divided into four parts:The first part:An overview of the rule of law in the functioning of the police station,from the interpretation of related concepts such as the rule of law,laying a theoretical foundation for the public security under the rule of law understood by the author;starting from the relationship between the rule of law and comprehensively deepening the reform of public security,and grasping the new situation and new situation facing the current public security work from a macro perspective,Then it elaborates the importance and necessity of the of the deep-seated factors of the actual work and function orientation of the current police station.From the perspective of management factors,the current management system has resulted in low efficiency at the management level;from the perspective of structural factors,there are structural functional barriers in the police station;from the perspective of individual factors,the self-motivation awareness is poor,psychological pressure cannot be timely channeled,and some civilian police lack ideal beliefs.The fourth part:which is the focus of this paper,discusses the functions of police stations under the background of the rule of law society,makes a rational positioning of them,and improves the efficiency of police service from the perspective of limited reduction and generalization.Optimize the police allocation,reduce the burden of grassroots;Scientific formulation of assessment,improve the incentive mechanism;The author puts forward his own opinions from the four aspects of separating non-police activities and saving police resources,further discusses the path of legalization of police station functions,and provides useful reference for promoting the
