Study On The Positioning Of Local Police Station

China is in its infancy stage of socialism. The society and its economy are being transformed and reformed, so there are various social conflicts, with the characteristics of variety, complex, intensification and net-spreading. As one of the most basic public security departments, local police station has to face up to the big challenge that how to deal with these social conflicts effectively, how to serve and protect the orderly development of economy. However, various factors result in the disorder of the operation of the local police station. How to fulfill the obligation of local police station efficiently has become the major task for the security job.Based on the comparison of the function between domestic and foreign local police station, and by discussing its position and set-up of its organization, this article explores how to position the function of local police station from the perspective of Administrative Law. The article is divided into the following parts:Part One gives a brief introduction of the major functions and the positioning of local police stations, and states the current situation: disorder of its function, limitation of the police, low-efficiency and heavy load.Part Two gives a general statement of its history, infrastructure and a series of the explanation of the tasks being done with the example of Xinzha Police Station, Zhonglou Police Division, Changzhou, Jiangsu.Part Three puts forward the problems existing in the daily routine jobs in Xinzha Police Station and analyzes briefly the reasons.Part Four, the focus of this article, firstly analyzes the differences of positioning the function between the underdeveloped and developed areas, densely-populated and sparsely-populated areas, the mixture areas of the city and the country and far-away areas; secondly, this article explains that the function of the local police station should be adjusted according to the actual situation. Finally, this article puts forward some suggestion of how to position the function of local police station from the three aspects: system, technology and staff.
