Research On The Problem Of "Micro Corruption" Of Rural Cadres And Its Governance

Clean government is the essential requirement of the politics of a socialist country,the embodiment and realization of political civilization,and a component part of the modernization of the country's governance system and governance capacity.Whether in the period of democratic revolution or in the period of socialist revolution and construction,clean government has always been the goal of the CPC and its pursuit of political value.Since the reform and opening up,China's socialist politics,economy and culture have undergone profound changes.To oppose the corruption of power,ensure the legitimacy of the CPC's governance and realize its political effectiveness are the main ways and fundamental tasks to realize the CPC's governance purpose.Since the reform and opening up,the CPC has deepened its anti-corruption drive,and the party and state discipline inspection and supervision systems have been constantly improved.In recent years,the CPC central committee with Comrade Xi Jinping at its core has attached great importance to anti-corruption and worked hard to create a beautiful political environment.In rural society,efforts have been made to solve the problem of "corruption by flies",which is strongly reported by the masses.We have continued to fight both "tigers" and "flies" at the same time,and promoted the spread of comprehensive and strict party governance to the grass-roots level.An overwhelming trend has taken hold in the fight against corruption.However,with the deepening of the strategy of rejuvenating rural and poverty tough,part of the rural cadres graft "corruption" phenomenon emerge in endlessly,they directly harm the interests of the masses,from the public resources,destroyed the party-mass relationship,influence the economic and social development,serious eating the sense of the gain of the masses,the happiness,has become a current our country the problem that nots allow to ignore.At present,there are altogether 650000 autonomous mass organizations at the grass-roots level,national cadres,more than 280,ten thousand people,the large number of village cadres group between the party and the government and the people play an important role in connecting the communication,such as wrong its growing corruption "micro" in-depth study and effective governance,to build a well-off society in an all-round way the realization of the strategic significant obstacles.Guided by Xi Jinping thought on anti-corruption with Chinese characteristics for a new era,this paper conducts an overall study of the "micro-corruption" cases of rural cadres investigated by the discipline inspection commission of S district of zheng city from 2015 to 2019 through the methods of literature analysis and case analysis,so as to eliminate the main causes of corruption among village cadres.Based on the current research of Chinese and foreign scholars,it is concluded that China's rural cadres are able to produce "corruption" phenomenon,is mainly due to the system of rural cadres personal itself factors,external factors and social cultural factors in three aspects as a result,the effect of its universal corruption subjects focused and party a larger proportion,age is concentrated,common degree is not high,colluded with the superior cadres and the masses feel strongly about and so on six big features.On this basis,the integrated use of power balance theory and governance theory and related theory,combining the reality of work of discipline inspection,the exploration of targeted put forward by strengthening the punishment,perfecting the supervision system,strengthen the integrity education,which further promote rural cadres "dare not rot,not rot,don't want to rot" corruption governance system,strive to achieve the effect of "curing" "thrift school",For promoting the comprehensive governing party to the grassroots level,and constantly improve grassroots governance system,to safeguard public interests,close flesh-and-blood ties between the party and the masses,consolidate the party's ruling foundation,grass-roots political ecological conservation and promote our country party to build a clean government and combat corruption in the vast rural areas to build a well-off society in an all-round way under the background of the era of constant innovation and has a certain reference value.
