Research On The Construction Of Shaanxi County (district) Administrative Examination And Approval Service Bureau From The Perspective Of Service-oriented Government

For the past few years,China's socialist market economy has released its vitality and presented a good situation of vigorous development,however,the management system in the planned economy period hindered the further development of the socialist market economy,and it is extremely urgent to rebuild the management system that matches the socialist market economy,reorientation of the role of the government in the market and the direction of functional transformation in the new era is also particularly important.In recent years,Local governments at all levels in China have responded positively to the call for reform central government oversight and oversight services and made efforts to reform the administrative examination and approval system,creating basic conditions for the transformation of government functions.The reform of the administrative examination and approval system is a self-revolution in the direction of the internal reform,in the process of reforming the administrative system,the government has decentralized power,decentralized many administrative examination and approval powers,and it is not meant to shirk its responsibility if it is lightly loaded,on the contrary,the burden is not reduced,this is to put more resources in the important areas of social development and better adapt to the development of society.Since the 18 th National Congress of the Communist Party of China,the Chinese government has clearly stated that it is necessary to implement the reform of the government management system on the basis of adhering to the socialist system with Chinese characteristics and establish a service-oriented government that is scientific,clean,efficient,and satisfactory to the people,at present,the latest practice of relatively centralized administrative licensing reform-Administrative Approval Service Bureau continues to deepen the reform of the administrative examination and approval system,which is the only way for China's government functions to change from "regulatory" to "service-oriented".The county(district)level government is an important grassroots organization in the process of social and economic development,and is an important part of the government's service system.Service-oriented government is an inevitable choice for the transformation of China's government functions,a product of deepening government reform,and animportant practical achievement and theoretical achievement of foreign government reform.Deepening the reform of the administrative examination and approval system and giving play to the administrative examination and approval service functions of the county(district)level government are among the top priorities of building a service-oriented government.This article will take the county(district)government of Shaanxi as an example,combined with the domestic reform of the administrative license system,the administrative examination and approval service bureau and the practice of foreign service-oriented government,pointing out and analyzing the current main practices of the Shaanxi Provincial(District)administrative approval service bureau,and problems still existing,put forward corresponding countermeasures and look forward to the future development of the administrative approval service bureau.
