Research On The Reengineering Of County Administrative Approval Process Under The Background Of Service-oriented Government Construction

With the further development of the reform of "administrative service",Shandong province has put forward the idea of "doing it well at one time".Providing more efficient and convenient services for the masses has become the focus of Chinese governments at all levels.The construction of service-oriented government is the overall goal of China's administrative system reform,and the key content of administrative system reform is the reform of administrative examination and approval system.Following the trend of the times,reforming and optimizing the existing unreasonable administrative examination and approval system and links has become an important task for China's service-oriented government.In the reform of administrative system,the reform of administrative examination and approval system is very important,and the administrative process reengineering is the key to the success or failure.Governments at all levels are the primary executor of the reengineering of the administrative examination and approval process.County-level governments,as important basic units in our country,play a key role in the overall economic and social development.Under the background of service-oriented government construction,the reengineering of administrative examination and approval process at the county level can accelerate the transformation of government functions,deepen the reform of administrative examination and approval system of county-level government,and realize the transformation of new and old kinetic energy to serve the people.It is of great significance to build a service-oriented government that truly satisfies the people.This study takes the construction of service-oriented government as the background,discusses and studies the reengineering of county-level administrative examination and approval process,and exploringly puts forward the path and countermeasures of optimizing the reengineering of county-level administrative examination and the optimization of the examination and approval process under the background of service-oriented government construction.First,from the theoretical level,the writer set forth related concepts and theoretical research of the service-oriented government and process reengineering,explore the construction of service-oriented government and therelationship between the administrative examination and approval process reengineering.The construction of service-oriented government is the goal of administrative examination and approval process reengineering which is an effective way of service-oriented government construction at the same time;Second,the current situation and existing problems of county-level administrative examination and approval process in China are analyzed from the macro level,and the improvement direction is clarified;Third,Changle county of Shandong province was selected as a case for case analysis.Through field investigation and research and interview with relevant staff,the reengineering practice and achievements of Changle county's administrative approval process were summarized.Finally,in the perspective of service-oriented government construction and “serve” as the concentration,the writer put forward the countermeasures from the following five aspects:innovation service idea,perfecting service facilities,integrated service mode,perfect service system and strengthen the service tracking.Hopefully,this will provide beneficial reference to a further improvement of the government at the county level administrative examination and approval efficiency and quality and promote the reform of county administrative examination and approval and the construction of a service-oriented government at the county level which can really enhance the people's feeling and satisfaction.
