Research On The Work Of Petitioning At The Grassroots Level From The Perspective Of Governance

Currently.China is in a critical period of transformation and development(new era).With the advancement of Comprehensively Deepening Reform,a large number of interest conflicts are intertwining and various contradictions are constantly emerging.Thus,as a link between the masses and the government,Letters and Visits have become an important way to alleviate conflicts and express mass appeals.Grassroots governments at the county level is the front end of the conflict,and the ability level of letters and visits governance has become an important reflection of the level of county governance capacity.Especially,since the 18th National Congress of the Communist Party of China,with the deepening advancement of petition letter system Reform."Sunshine petition","Responsible letters and visits","rule by law petition",and "step-by-step visits"have been gradually implemented.The evaluation system have changed a lot,the leapfrog petition is strictly restricted.The pressure on Grassroots Letters and Visits has suddenly increased.Especially during the special sensitive period,the grassroots governments of the county level take petition stability maintenance work as the most import work,to guarantee that there will be no leapfrog petition into Beijing,provincial capital and the main city.This also brings great challenges to the governance of Grassroots Letters and Visits.Therefore,in order to give the county better governance,it is especially important to effectively deal with and rationalize the problem of Grassroots Letters and Visits.The writer has worked on petition for almost seven years in the new district of Tong chuan City.He has experienced the important change of petition work since the transformation of petition system.He has also got deep thoughts about the problems and difficulties during the grassroots petition work.In this paper,the writer conducts an in-depth study on Grassroots Letters and Visits from the perspective of governance theory,and puts forward optimization suggestion.The main content of this paper can be divided into five chapters.The first chapter is the introduction.Based on the results of previous researches,it presents the backgrounds and significance of this thesis,research overview at home and abroad,research contents and methods,and the possible innovations.Through the seven-year practice of petition work in the new district of Tong chuan City,the writer analyzes and dissects the status of Grassroots Letters and Visits.He hopes to supplement the existing research results.In the second chapter,it gives introduction about the related concepts and theories.It explains the conception of petition,grassroots-petition and governance and conclude three features of grassroots petition.This chapter also presents the theory of governance,the theory of political participation,and social conflicts.All the research of this theories and conception proxvide theoretical support for the reasons and the formulation of policy.In the third chapter,taking the new district of Tong chuan City as an example,combining the theory and practice,the writer analyzes the specific status in the new district of Tong chuan city,gives his deep thoughts of what he has seen and done.It outlines and summarizes seven aspects problems existing in current grassroots letters and visits work,and gives further discussion on the reasons of these problems.In the forth chapter,by selecting several representative foreign citizen interest expression mechanisms,internal successful "feng qiao" experience,and tentative petition agent system.It analyzes their beneficial results and successful experiences,and provides enlightenment and reference for the optimization of Grassroots Letters and Visits work in China.The paper tries to explore ways to solving the current dilemma in China's Grassroots Letters and Visits work.In the fifth chapter,standing in the perspective of governance,it puts forward the optimization paths for the grassroots petition based on the actual status of Grassroots Letters and Visits.We can not solve problems on Grassroots letters and visits governance in its own fields simply.As an grassroots petition worker,the writer provides breakthroughs at all levels to solve the problems of grassroots petition work effectively.
