Urban Sanitation Services Outsourcing Contract Status, Problems And Strategy In China

With decades of reforming and opening, China’s economic had rapid growth, in the mean time it brought urban construction development, especially over the past decades urbanization has been growing in the high speed, in that every city had entirely new look. However, the population skyrocketing by urban construction development, it seems becoming more barren of inadequate of supply of public service, particularly in the sanitation services. Huge urban system make our city sanitation services overwhelmed, the result is that citizen’s demand can’t be filled. As a result, from the beginning of the1980s there were some of well-developed cities started to provide urban sanitation services by outsourcing contracts. Sanitation outsourcing contracts expanded in China for30years, and it achieved success in some level. Compared with Western countries’sanitation services outsourcing, outsourcing contract pattern in China still has some problems:incomplete of contract signing system, faultiness of marketing mechanism, government regulation insufficiency, deprivation of Sanitation department of public responsibility, interests damage of sanitation worker etc, It is still much room for improvement. Author studies on multitude of current status of the domestic urban sanitation services and data outsourcing contract, use literature research and qualitative analysis as the primary research tools, at last use Public services market theory, point at China’s urban sanitation services outsourcing contract status to analyze the current problems and make some proposals. Author expect that the conclusions of the thesis would fill the gap of sanitation services and outsourcing contracts research, and help future reforming and development in the territory of urban sanitation services, and looking forward the bonuses of reforming would be benefit the people across our land.
