Study On Urban Community Fine Governance

The methodology of social governance of our nation has evolved from social administration to social management,and later to modernized social governance,along the forty years of the Chinese economic reform.What changed besides the nomenclatures was the fundamental transformation in the concepts,means,results,and effects of social governance,which has become an innovative model of the construction of the basic level of the society,and offered theoretical guidance and practical experience for the urban community governance in our country.Being a vital component of the national governance system and the modernization of governance capacity,urban community fine governance is an administrative model and method that set the traditional mind straight through modernized governance ideology and pattern substitution,with the support of rising information technologies.The traditional mind of city management was focused on the sole dependency of the government,relying on the government to make moves,both administrative and financial,to achieve certain goals.It featured an extensive management pattern,an idea that was not scientifically proven,unstandardized,and not institutionalized,which resulted in low efficiency and public discontent.Urban community fine governance is a new social governance model that integrates city resources to achieve the fine governance of communities through optimized procedures,creative ideologies,and innovative systems where multiple subjects were pulled in to form a unity,with the support of technical tools and rational thinking,and under the leadership of the Party committee and our government.This thesis themes on the urban community fine governance,with supports of theories of governance and the new public service.It builds on the foundation of in-depth analysis of the quintessence of urban community fine governance with a case study of District P in Shanghai City,examining modern conundrums we have faced in the carrying out of urban community fine governance,analyzing main causes of said problems,concluding and extracting practical experience in the fine governance of District P,with qualitative research methods,for example case study and literature analysis.This thesis further on includes innovative acts in typical community governance in our country,offering an insight of how to achieve the legalization,intellectualization,professionalization,and standardization of social governance and how to make community residents feel more accomplished,secure,and content,through perspectives of improving urban community fine governance system,raising awareness and strengthening concepts of urban community fine service,updating fine governance tools,and establishing a grid network to regulate urban community governance.
