Research On The Role Of Local Governments In Promoting The Construction Of Innovative Cities

Since it was formally put forward in 2006,the construction of innovative cities has attracted wide attention from the political and academic circles.Major cities in China are striving to achieve the goal of building innovative cities.Local governments also promote the implementation of the goal through various forms of action.After more than ten years of practice and development,remarkable achievements have been made in the construction of innovative cities throughout the country.As an important force to promote the construction of innovative cities,local governments are playing more and more diverse roles,with more and more extensive functions and more prominent functions.However,many problems have also been exposed in the process,such as the vague orientation of the government's role,the offside,absence and inadequate play of its functions.Under the background of innovation-driven development,these problems will become obstacles to urban transformation,upgrading and innovation development.Scientific and accurate positioning of government functions and effective exertion of government functions have an important practical significance.Based on the three-spiral innovation theory,government function theory and innovative government theory,this study proposes that local governments must strengthen the sense of urgency in the construction of innovative cities,and follow the principles of people-oriented,legal and reasonable,high point positioning and responsible in promoting the construction of innovative cities.Then,in accordance with these principle,the main functions that local governments should perform are defined,namely,the strategic guiding function,service supply function,communication and coordination function,and the main body incentive function.Taking Qingdao as an example,the government has actively promoted the construction of innovative cities through a series of measures,such as promulgating policies,building platforms,gathering resources and creating environment,and achieved remarkable results.However,combined with the relevant information obtained from the survey,it is found that the government has deficiencies in improving the development chain of high-tech industries,policy implementation,innovation coordination and main incentives.In order to solve these problems,and at the same time to help Qingdao and other city governments better promote the construction of innovative cities,this paper draws on the successful experience of Boston,Tokyo,London,Shenzhen and Shanghai governments,and puts forward that local governments should attach importance to top-level design and play a good guiding role;change ideological concepts and give full play to its service role;promote interactive cooperation and play a good coordination role;strengthen its support and play a good incentive role.
