Research On Government Functions In The Integrated Development Of Primary, Secondary And Tertiary Industries In Rural And Pastoral Areas Of Inner Mongolia

As a pillar industry for economic and social development,agriculture has always been attached great importance by China government.The central government formulates guiding policies,while local governments actively implement and coordinate these policies to provide basic guarantee for agricultural development.China has made remarkable achievements in agricultural development.However,acute structural imbalance,changes of supply and demand,the lack of high-quality agricultural products and other problems restrict the development of agricultural modernization.In 2015,the No.1 document of the National Central Government has put forward convergence development of primary,second and third industries in rural areas for the first time.With continuous exploration and experience accumulation,the current practice results show that the convergence development of primary,second and third industries in rural areas is an effective way to conform to the reality of China's agriculture and promote the development of agricultural modernization.Acts of government,one of the main driving forces,directly affects the development direction and quality of rural three-industry integration in the process of rural three-industry integration.It is worth pondering and discussing what role the government plays in the process.The problems in China's agriculture reflect the gap between the local government's concept and level of agricultural management.Government functions are still inadequate in the field of agricultural development.Although domestic and foreign scholars have done a lot of theoretical research,it isthe key to the transformation of government functions that applying these theories to the realization of agricultural modernization.In this circumstance,the function transformation of the government in the process of promoting the integrated development of rural tertiary industry has become a significant meaningful subject for research.By collecting and sorting out the literature,this paper forms a scientific understanding of convergence development of primary,second and third industries in rural areas and the functions of government.Based on the relevant theories of management science and agricultural economics,and taking Inner Mongolia as a practical case,this paper makes a comprehensive analysis of the positioning,role,achievement,problems and the causes of these problems in the process of the convergence development of primary,second and third industries in rural areas.This paper summarizes the experience worth learning and clarifies the function that local governments should play in the management of agriculture and countryside by comparing the different approaches of various regions to realize the integrated development of rural tertiary industry.Based on these theories,the government should change the traditional cognition concept,clarify the role orientation,set up the function scientifically,and promote the convergence development of primary,second and third industries in rural areas by means of macro policy guidance,improving infrastructure and strengthening organization and coordination.
