With the international community increasingly depending on the interaction and interaction between countries, the formation and maintenance of trust among countries has gradually become more and more important.Although there is no universally applicable trust theory so far, scholars of international relations have regarded the construction of good trust relations as the basis of international cooperation and the best way to deal with contradictions and conflicts between countries and even to solve the "security dilemma".As a regional multilateral cooperation organization,Shanghai Cooperation Organization(SCO)has played an important role in safeguarding the security and stability of Central Asia since its establishment.Under the guidance of the new security concept theory and the concept of "Shanghai Spirit",the SCO has made remarkable achievements in combating "Three Evil Forces",transnational crime and counter-terrorism,and has greatly improved the regional security environment. At the same time, the scope of cooperation has been expanded from military to political, economic and culture fields, and the diversified development of organizations has been realized.Although the application and practice of confidence-building measures by SCO,OSCE or ASEAN Regional Forum are different,it is undeniable that their distinctive conflict prevention systems contribute to the growing accumulation of mutual trust among countries, promote cooperation among all parties and promote the development of the organization. However, with the completion of the process of enlargement of SCO membership, how to maintain and promote the healthy development of SCO will be a difficult problem to be solved in the future.
