Research On Government Behavior In The Development Of Tourism Resources In Lhasa

Since the reform and opening up,China's tourism industry has developed at an amazing speed,has become a pillar industry in the national economy,and has become a new growth point of the entire national economy.The 13 th Five-Year Plan of Tourism Development has put forward that China is about to enter a new era of mass tourism.With its unique natural resources and rich historical and cultural resources,the Tibet autonomous region is uniquely positioned to develop tourism.Lhasa,as the capital of Tibet autonomous region,has a splendid history and culture of more than 1,300 years and is an important tourist destination for tourists to Tibet.The tourist market in Lhasa has been very active with an increasing number of visitors.The latest data shows that in 2018,Lhasa received 19.92 million domestic and foreign tourists,up 23.87 percent year-on-year,and tourism revenue reached 28.276 billion yuan,up 24.33 percent year-on-year.It is worth mentioning that Lhasa's tourism revenue accounted for more than half of the total tourism revenue in the whole region in 2018.To study the government's behaviors in the development of Lhasa's tourism resources,find out the factors that promote the rapid development of Lhasa's tourism industry,and find out the existing deficiencies and correct them,can better follow the new development trend of tourism industry,help the development of Lhasa's tourism resources with higher efficiency,and increase the income of tourism industry.Affected by the special natural environment and historical culture,it is difficult for Tibet autonomous region to learn from the experience of tourism resources development in inland cities.Therefore,the in-depth study of the Lhasa government's behavior in the development of tourism resources and the summary of effective experience can also provide some reference for the development of tourism resources in Tibet autonomous region.Through the methods of literature research,field research and the combination of theory and practice,this paper uses market failure theory,new public service theory and sustainable tourism development theory to analyze and explore the government behavior of Lhasa city government in the development of tourism resources.This paper first describes the current situation of tourism resources development in Lhasa,and then classifies the government behavior in tourism resources development,including protective government behavior,productive government behavior and regulatory government behavior.Secondly,this paper analyses the government's behavior in the development of tourism resources in Lhasa,and draws the conclusion that Lhasa's government has deficiencies in protecting behavior,productive behavior and regulating behavior respectively.In terms of protective behavior,there are deficiencies in protective policies and regulations,comprehensive planning,market supervision,tourism information platform and security mechanism;in terms of productive behavior,there are deficiencies in infrastructure,personnel training and introduction,tourism image publicity and related supporting facilities;and in terms of regulating behavior,there are deficiencies in financial allocation and implementation of preferential policies.? Finally,according to the above content analysis,this paper puts forward some countermeasures and suggestions to further improve the government behavior in the development of tourism resources.First,the countermeasures to further enhance the protective government behavior.Firstly,we should further improve laws and policies;secondly,we should plan scientifically and develop rationally;thirdly,we should strictly regulate the market order;and promote the construction of tourism information platform;finally,we should improve the construction of security system.Second,the countermeasures to further enhance productive government behavior.Firstly,accelerate the construction of tourism infrastructure;secondly,strengthen the construction of tourism supporting facilities;thirdly,pay attention to the training of tourism resources development talents;fourthly,pay more attention to the construction and propaganda of tourism image in Lhasa.Third,we should further enhance the Countermeasures of regulatory government behavior.On the one hand,the government will increase investment to attract external funds in various ways;on the other hand,it will formulate more comprehensive preferential policies and increase policy publicity.
