Study On The Government Action In The Eco-tourism Development In Yi Chun

Eco-tourism is an emerging and specialized tourism activity which is developed in the areas where there are good ecological environment and abundant natural resources. It locates in Yi Chun, the hinterland of Lesser Khingan Range of Heilongjiang Province.It strives to develop eco-tourism industry relying on the resource advantages such as grand forests, clear streams, ice and snow. During the eleventh Five-Year Plan period, the number of tourists in Yi Chun reached16.94million, with an annual increase of13.17%. The comprehensive income given by tourism grew at an annual rate of27.88%and reached8.077billion Yuan. There are more than20thousand people are directly employed in tourism and more than80thousand are indirectly employed, ecological tourism has become a new economic growth point of Yi Chun. Meanwhile, apart from the resource distribution of the tourist market, the mechanism of government in tourism remains a significant subject in the realm of academy. Although the ecological tourism has achieved fast development, issues concerning what attitude the government should hold, what role the government should play, what functions should the government serve and what is the dynamic mechanism and where theoretical basis comes from are always controversial in tourism and academic field of Yi Chun.This paper analyzes the factors of government actions mainly based on industrial economy, public management, and other subjects, under the guidance of system science theory, on the basis of structural equation model. It also creatively builds a corresponding model and tests its validity and reliability through questionnaire and data collection. After the analysis of Smart PLS3.0, it confirms and concludes that three mechanisms of the government actions which exert a deep influence are the mechanism of economic adjustment, of industry management and of public services. This paper also provides strategies and suggestions in accordance with the reality to optimize the mechanism of government actions of Yi Chun and promote a fast, remarkable and healthy development of ecological tourism.
