Research On The Coordinated Development Of Chongqing's Population Urbanization And Basic Public Services

Urbanization has been accompanied by the rapid development of China's economy for more than 40 years.But it has also increasingly exposed problems such as ecological environmental damage and inadequate public services,affecting the quality of urbanization development.To this end,the CPC Central Committee held a special workshop on urbanization at the end of 2013,calling for "people-oriented and promoting people-centred urbanization",emphasizing that the Government should continuously improve the level of public services.The level of basic public service is related to the quality of the construction of a well-off society.The accurate grasp of the relationship between population urbanization and basic public services,the coordination between the two,and the promotion of new urbanization and efficiency,which has important guiding significance for the development direction of new urbanization,and will also be conducive to enhancing the level of coordinated economic and social development.In recent years,the level of economic and social development in Chongqing has been has been continuously improved,and the process of new-type urbanization has been continuously promoted.In order to enhance the quality of new-type urbanization,an urgent requirement is put forward for the coordinated development of population urbanization and basic public services.On the basis of summing up the existing research,this paper combs the theoretical basis and expounds the related concepts.Combined with qualitative and quantitative methods,this paper takes the 38 districts and counties of Chongqing as the research object.It selects the statistics from 2007 to 2017,and forms a preliminary understanding of the population urbanization an basic public service of Chongqing.And then,the paper construct a total of 25 evaluation indexes of two systems.Using the comprehensive level evaluation model and coupling coordination model,to measure the coordinated development level of population urbanization and basic public service in Chongqing and counties,and to explore the temporal and spatial characteristics of their coordinated development.The empirical results show that:(1)From 2007 to 2017,the level of development of population urbanization and basic public service in Chongqing and districts and counties has increased year by year,but the level of development is generally not high.And there is still a big gap compared with the developed regions.The level ofdevelopment in all areas of basic public services is uneven,while the development of various districts and counties is unbalanced and the regional disparity is obvious.(2)The coupling relationship between population urbanization and basic public service in each district and county is mostly in the "antagonistic stage",and there are regional differences.In this interval,the economy keeps developing rapidly and the process of urbanization construction is accelerating,but the investment in basic public services is still lacking.The development of basic public services is difficult to keep pace with the construction of population urbanization.The ability of basic public services to meet demand has declined.At this time,the "Short board" of basic public services began to appear negative externalities,which in turn affected the development of population urbanization,economic and society.(3)The level of coordinated development of population urbanization and basic public services in various districts and counties is low,and the level of development of basic public services lags behind the level of urbanization of population.And Some districts and counties are in a state of imbalance.In Chongqing,the coordinated development level of population urbanization and basic public service presents a decreasing spatial pattern from the main city to the peripheral districts and counties.And the coordinated development of the two systems has improved with the change of time.On this basis,the paper believes that we should increase the investment in basic public services,change the functions of government,and actively construct the basic public service system.At the same time,we should actively promote the healthy development of population urbanization and reduce reduce the drawbacks of urban-rural dual structure.And we should strengthen the planning guidance of the coordinated development of population urbanization and basic public services,improve the coupling and coordination between population urbanization and basic public services,and promote the construction level of new-type urbanization.In addition,all districts and counties should formulate appropriate policy measures according to actual conditions and local conditions.
