Research On The Coupling And Coordination Of The Quality Of New Urbanization And Basic Public Services In Shanxi Province

Since the 1990s,China's urbanization process has developed rapidly.In March 2014,the "National New Urbanization Planning(2014-2020)" was released.In September,the State Council convened a working conference on piloting new urbanization.Since then,the new urbanization has been pushed to the historical stage.In 2016,the State Council issued the "Several Opinions on Deepening the New Urbanization Construction",stating that the new urbanization can not only see economic development,but must adhere to the core concept of people-oriented,coordinate the development of urban and rural integration,and comprehensively improve the quality of urbanization.To achieve equalization of basic public services has become China's current most important development strategy.Experts and scholars from all walks of life have begun to pay attention to improving the quality of new urbanization and raising the level of basic public services.However,in the process of new urbanization practice,the emphasis on the quality of urbanization is still insufficient,and there is still less concern about the welfare of society and individuals in the process of urbanization.The existence of low quality basic public service development,urbanization and uncoordinated development of basic public services has seriously restricted the healthy development of urbanization and the improvement of urbanization quality.At present,Shanxi Province is in a critical period of continuously advancing the process of new urbanization.The importance of improving the quality of urbanization and the quality of people's life is self-evident.At the same time,however,Shanxi Province has also experienced the problem of uncoordinated development of basic public services and new urbanization quality.Even most cities are in a state of lagging development of basic public services.Therefore,this paper explores this relationship with Shanxi Province as the research object:between the quality of new urbanization and the development of basic public services.By introducing the coupling coordination degree model,this paper analyzes the coupling and coordination relationship between the new urbanization quality and basic public services in Shanxi Province,discusses whether the development of new urbanization matches the supply of basic public services,and further analyzes the influencing factors of the coupling degree of the two.Combined with the new requirements of new urbanization for basic public services,the paper puts forward some countermeasures and suggestions to improve the coordination degree of coordination,and provides reference for promoting the coordinated development of new urbanization quality and basic public services in the province.The main research contents of this paper are as follows:(1)Calculate the quality of new urbanization and basic public service quality index in Shanxi Province in 2016.The entropy method is used to measure the development quality of each city and analyze the characteristics of quality index and spatial pattern.(2)Calculate the coupling and coordination degree of new urbanization quality and basic public services in Shanxi Province in 2016.The coupling coordination degree model is used to measure the cities and cities,and the spatial pattern characteristics and influencing factors of each city are analyzed.The following results were obtained through research:(1)The quality of new urban development in Shanxi Province is generally not high,the gap between the two poles is large,and the differences are hierarchical;the spatial characteristics are unevenly developed between regions,and most cities are at a general and below level of development;In addition to the balance,the internal development of other cities and cities is quite different.(2)The quality of basic public services in Shanxi Province is generally low,and the regional differences are relatively small;the city has fewer ends,more in the middle;the development of various subsystems within the region is uneven.(3)The coupling degree of new urbanization quality and basic public service in Shanxi Province has the problems of low overall population,delayed development of basic public services,large differences in development between subsystems,and unbalanced regional development.Through the classification of types,Shanxi Province lacks an extremely coupled and coordinated city,and most cities are in a medium-and low-level coupling and coordinated development level.(4)In the spatial pattern,there are characteristics of significant spatial non-equilibrium,obvious spatial differences,high degree of coupling and coordination of natural resources,and consistent spatial differentiation with urbanization development quality;affecting the quality of urbanization and basic public in Shanxi Province The factors of coordinated development of service coupling include economic development level,industrial structure and resource conditions,government fiscal expenditure,development concept and government functions,geographical location and traffic conditions.
