Research On The Plight And Countermeasures Of The Development Of Social Organizations In Poor Villages From The Perspective Of The Relationship Between Politics And Society

In the 19th National Congress of the Communist Party of China,the strategy of rural revitalization was put forward,and the social governance has been reaching a new height since then.The 4th Plenary Session of the Nineteenth Central Committee of the Communist Party of China also proposed to improve the community management and service mechanism,promote grid management and service,and encourage social organization to play a role in this process.Against this background,rural social organizations is gaining unprecedented attention.For poor villages to promote rural governance and realize rural revitalization,social organizations have to play an active role.In the current literature,research on the rural social governance in China is rather fruitful.However,among these research results,very limited attention has been paid to the ways for poor villages to develop social organizations.In rural revitalization or rural governance,to develop actively social organizations in poor villages plays an important role.With the latest research achievements in this field as the foundation,this thesis takes literature research,case analysis,survey and interview as the research method,and selects the poor county S as the research object,trying to analyze the constraints confronted by poor villages in their development of social organizations,from aspects of government,rural society and the social organizations in poor villages.At the same time,this thesis compares some well-developed rural social organizations in other similar poor villages,and propose countermeasures on how to facilitate the development of social organizations in poor villages.According to the survey and research in County S,the development of social organizations in poor villages is relatively rapid,but there are many constraints,such as the lack of government's guidance and support,the lack of enthusiasm for the development of social organizations by the village administrative body,and the limited enthusiasm of villagers in participating in social organizations;social organizations in poor villages have many problems,which hinders their own development.In response to the difficulties or constraints faced by social organizations in poor villages,the grassroots government needs to increase more support and guidance,optimize the policy environment,and promulgate corresponding policies and specific management measures to promote the development of rural social organizations in such villages,give more support,and guide the development of social organizations in poor villages so as to produce good governance effectiveness while promoting the economic and social development in these villages.The village administrative body in poor villages also needs to give more leadership and guidance,establish an incentive mechanism for promoting the development of social organizations,and encourage villagers to participate actively in these organizations.Meanwhile,the grassroots government and the village administrative body also need to solve the problems in the construction of social organizations in poor villages,provide social organizations with more training and more chances for experience exchange,and improve their management and governance capabilities.The governmental promotion and regulation of the development of social organizations in poor villages are conducive to the economic and social development and modernization of governance in poor villages.
