The national governance system in China is still in lack of sociality especially from the perspective of sociology. The social construction and management is not only a historical problem of great importance, but also a realistic problem with outstanding urgency. Today the urgency is still increasing, because as the real structure and skeleton of the society, non-governmental organizations (abbreviated as NGO) has not been fully recognized or underestimated in its value and function on the social construction and management. This paper, taking advantage of research results of NGO and social construction theories at home and abroad, tried to indicate NGO’s function and role in social construction based on its analysis of NGO development cases in Pudong New Area. Meanwhile it tries to conclude that NGO must be raised and developed during the development of social undertakings and social governance innovation. NGO will take more responsibility and play more important role in the complementary interaction with the government.In the introduction, this paper analyzes the difference between the term NGO in the subject and its academic source that is widely quoted and pointed out its general connotation. The first chapter mainly elaborated on the rise of NGO and analyzed the development of NGO and Industry Association with two cases of public welfare in Pudong New Area. The second part mainly discussed the role of NGO in social construction, especially in the field of development of social undertakings and social management, and proposed its general function in the social construction. The third chapter analyzed the major challenges the development of NGO faces, and the intrinsic appeal to the government management mode under the background of social governance. It also discoursed upon the necessity of benign interaction between NGO and government and presented its possibility from the case in Pudong, and then provided a new mode of cooperation between NGO and the government.This article holds the view that government is not omnipotent because as indicated by the past practice, social construction has exceeded the ability of the government which takes economic construction as the center. Since the government’s management ability is limited, social construction and management in the future cannot live without NGO. The fundamental purpose of social construction is the formation of a pluralistic coexistence, multiple sharing and multicultural modern society. As an important "partner" to achieve social cooperation, the development of NGO can optimize the government’s social service and social governance function. The government should pay more attention to cultivating the institutional environment and public policy of social structure, expand the function of NGO and social mechanism of the innovation of public service, continue to explore the methods and mechanism for the government to provide public services, and actively cultivate the social management of NGO and other social organizations. We should pay more attention to the socialization of public affairs management and cultivation of social self-management and self-service. This paper points out that, benign development of NGO and proper application of it can not only reduce the government’s social management pressure, but also reduce its cost. As an important part of social governance system-" the cooperation between government and community, the collaborate of government and folk ", the complementary interaction between the government and society will promote the modernization of national governance system and governance capability, and form the anchor and jumping-off point for the change from social management to social governance.
