Exploring The Path Of Functional Perfection Of Village Regulations In The Grassroots Social Governance

As a public system of self-management,education and restraint of villages(residents),village regulations are the main basis for grassroots social governance.In the new era,the village rules and regulations reflect the concept of villagers'self-governance at the grassroots level in rural areas,which is conducive to building a civilized civilization.It has important theoretical value and practical value for social governance in promoting the modernization of state governance and rural revitalization.It not only reflects the traditional moral customs,but also reflects the spirit of national laws and policies.It not only facilitates the formation of grassroots social order,but also effectively reduces the cost of local government social governance.It is an important channel for the masses to participate in democratic political life.However,in the grassroots social governance,some villages and villages have problems in the formulation of non-standard procedures,incomplete content,disputes between individual items and laws and regulations,and major differences in standards,scales and contents.This article focuses on the positive significance of the promotion of village rules and regulations for the governance of grassroots society in China.In the research,starting from the background of the village regulations,the revision and improvement of the village regulations in Hongta District of Yuxi City is taken as the entry point.The specific examples are used to analyze the village rules and regulations as a useful supplement to the laws and regulations and the status and role in the grassroots governance of the community.In addition,in combination with the actual summary of the Hongta District,there are deficiencies and reasons for the functional aspects of the village regulations.Through the experience of summarizing the practice of the village regulations in Hongta District of Yuxi City,we explored and put forward 13 suggestions for the improvement of content and structure,clear formulation of the main body,improvement of the formulation procedures,improvement of the review mechanism,and cultivation of social organizations,with a view to developing for the new era.The reform of the village regulations and the improvement of the grassroots social governance provide useful help and reference.
