The Practice And Dilemma Of Social Organization Participating In Rural Grass-roots Social Governance

With the advancement of urbanization,rural grass-roots social governance needs the participation of multiple subjects.Rural social organizations are considered to be an important part of grassroots social governance,and the state has issued a number of policies to encourage the development of rural social organizations.Therefore,many rural areas began to cultivate and develop the practice of rural social organizations.Taking Z Village as the research object,this paper analyzes the practice,effectiveness,difficulties and causes of social organizations’ participation in rural grassroots social governance through participatory observation method and semi-structured interview method.Through the investigation,it is found that the social organizations in Z village embed into the rural cultural power network with the help of the village elite,and see the power of the informal network resources in the village from the perspective of advantages,excavate the villagers’ group to build a volunteer team of social organizations,so as to obtain the resources needed by the social organizations at the beginning of their existence.Social organizations play the roles of assisting village committees,providing diversified services and cooperating with other organizations to participate in governance in rural grass-roots social governance.In the process of participating in governance,rural social organizations have effectively eased the relationship between various subjects in the village,improved the villagers’ consciousness and initiative to participate in the management of village affairs,enriched the villagers’ spiritual entertainment life,and met the villagers’ precise service needs.However,when social organizations participate in rural grass-roots social governance,they are faced with such dilemmas as the lack of specific policies suitable for the development of rural social organizations,the lack of autonomous space needed for development,and the lack of their own capabilities.The author believes that the countermeasures for social organizations to participate in rural grass-roots social governance can be improved mainly from the aspects of the government strengthening system construction to do a good job of top-level design for the development of rural social organizations,grass-roots managers to give autonomous space for the development of social organizations,and social organizations to strengthen their own capacity building.In short,Z Village social organizations have achieved initial results in participating in rural grass-roots social governance.Through integrated services,social organizations have greatly exerted the informal network resources of villages,played a positive role in maintaining the order of villages and providing diversified public services,etc.,and are one of the essential subjects in participating in rural grassroots social governance.
