In China’s rural areas, social contradictions and conflicts of economic interests, ethnic minority and Han Chinese, the sharp contradiction to make these rural economic and cultural development, it is necessary to practice in the process of continuous improvement and rural grassroots democratic self-government system. Shu yi is located in the northeast frontier. Thus it is important to study the building of grassroots organizations to keep the boarder areas stability and providing economic development, promoting the social harmony in such a special environment.In the research ideas, this paper has five sections:on the first part of the article introduced the background of the study, the purpose and significance of the study, the relevant definition about the concept, the theoretical basis and conclude the relevant research at home and aboard. The second part discusses the history of Shu yi, such as discuss the village committee. At the same time, this part writes the history, economy, policy of Shu yi and displays some reasons about the now situations. The third and forth parts by questioning surveys and interviewing from nine sides:the election problems, the relationship of two committees of village, the relationship between village and town governments, village cadres and incentive problems, the rural grassroots organizations of the cadres issues and so on. Conclude the problems of the new grassroots organizations in rural areas of Shu yi and display the cause, at the same time, we have to find the counter measures and suggestions. The fifth part gives a summary and outlook.
