Research On The Multiple Input Mechanism Of Rural Human Settlement Improvement

Rural residential environment is the key content to realize the Rural Revitalization and establish a moderately prosperous society across all metrics in 2020,and innovating the multi-input mechanism of improvement of rural residential environment has important theoretical and practical significance for solving these issues.Since the general office of the CPC Central Committee and the general office of the State Council issued “Three-year Action Plan for the Improvement of the Rural Residential Environment” in February 2018,many areas have been actively exploring the establishment of a multi-input mechanism for the improvement of rural residential environment,and determining the input responsibility of the government,society and village collective to play their active roles,but actually it also faces some outstanding contradictions and problems.This paper studies the multi-input mechanism of improvement of rural residential environment through literature research method and empirical research method.Using polycentric governance theory,collective action theory,and public choice theory as tools,this paper constructs a theoretical analysis framework for the multi-input mechanism for the improvement of rural residential environment from the public attributes,economic attributes,and era attributes of rural residential environment,the specific responsibilities of governments,enterprises,social organizations,villagers,and village committees,as well as the advantages and disadvantages of investment methods to strengthen the depth of the theory.Then,this paper returns to the actual analysis through the established theoretical framework.The first step is to select the practical exploration models of Chongqing,Guangdong and Fujian to summarize the experience.The second step is to find problems such as unclear responsibility of investment subjects,low level of substantial investment in the market,and insufficient connection of diversified investment subjects by analyzing the current situation of the multi-input mechanism for the improvement of rural residential environment.The third step is to analyze the reasons of the problems including severe interest differentiation,lack of the sense of responsibility,and inadequate supporting mechanisms.Finally,solutions are provided from the government level,market level,social organization level and villagers level.
