Study On Governance Mechanism Of Rural Community Human Settlement Environment From The Perspective Of Field Theory ——Based On The Field Investigation Of M Community In Shaanxi Province

As an important part of ecological civilization construction rural public affairs,the governance of rural human settlement environment has been attached great importance by the government in recent years.Relevant policy documents show that the government is increasingly focusing on mobilizing all forces,integrating resources and strengthening long-term measures.However,from the perspective of the implementation of policies,the general situation of the country is the lack of participation of social forces,the shortage of resources in the later stage,and the unsustainable of governance effects.The institutional crux of these problems lies in the constraints of traditional hierarchical governance structure.To analyze how to break through the restriction of traditional hierarchical governance structure,the pattern of diversity in governance,promote the sustainable development of the rural residential environment governance.The research uses the questionnaire survey method and case interview method to investigate the living environment governance practice of the M community in Shaanxi Province since 2018.Based on the field theory and governance theory,an analysis framework is constructed,starting from the three dimensions of field,capital and habitual habit,and analyzes the practice of human settlements governance in M community.It also discusses how to provide a practice space for multiple rural community living environment governance subjects,how to realize the collaborative governance of multiple subjects through the interaction of resources in such a practice space,and how to reshape the subject’s behavior throughout to promote long-term governance.Finally,a mechanism for rural community living environment governance is constructed.The governance mechanism of rural community human settlement environment includes field construction mechanism,resource interaction mechanism and behavior remodeling mechanism.Among them,the field construction mechanism is realized through top-down mobilization of common will,bottom-up interest expression and community interest coordination.Resource interaction mechanism can be realized through resource exchange,resource pooling and resource sharing between government and community organizations,community organizations and villagers,and between villagers and villagers.The mechanism of behavior remolding is realized through the combination of empowerment and supervision.Construct the mechanism between the three mechanisms,field operation to provide practical space to reshape the resources interaction and behavior,resource interactive mechanism to optimize the management field and restore power drive behavior,behavior throughout reshaping mechanism,help to loose under the traditional governance structure behavior habit formation,to optimize the management field to overcome traditional barriers and promote resource interaction.In the early stage of human settlement environment governance,the three mechanisms operate in the order of field construction,resource interaction and behavior remodeling.After stepping into the right track of governance,the three mechanisms interweave and shape each other.The governance of human settlement environment is only a sub-item of rural community governance.Fundamentally speaking,the discussion on the governance mechanism of rural community human settlement environment answers the question why rural community governance occurs under the realistic pattern of "strong government-weak society".
