At present,with the vigorous development of emerging information technologies such as cloud computing,big data,and the Internet of Things,the transformation of information technology to the government is also happening at the same time,and the construction of smart government is constantly being practiced and explored across the country.Building a smart government is not only the need to realize the modernization and efficient management of the government,but also the need to cope with the complex and changing external environment and solve social problems.It is of great practical significance for the modernization of the national governance system and governance capabilities.This article uses network governance theory,government reengineering theory,and overall government theory as analytical tools,comprehensively uses literature analysis,normative analysis,and field observation methods,and uses "process optimization and structural adjustment" as the starting point to construct a theoretical analysis framework and introduces "technology"."As an intermediate variable,conduct systematic research on the construction of smart government in accordance with the logic of "process obstruction ? limited function play ? structural adjustment ? practical needs",and on this basis,in-depth search for the technical level,process level and current level of smart government construction in China The main problems and reasons at the structural level,and accordingly put forward countermeasures to promote the construction of smart government in China.The second part is the key analysis chapter of this article.This chapter theoretically constructs and analyzes the process optimization and structural adjustment of smart government.The author believes that technology,as a driving force for organizational change,plays an important supporting role in improving governance methods and optimizing government processes.However,to build a smart government,not only smart governance methods and government process optimization are needed,but also structural adjustments must be coordinated.The mutual promotion of the three processes and structures promotes the establishment of a smart government.At the same time,it is necessary to strengthen the cooperation and contact between the government and non-government subjects,build a network governance system,and multiple subjects jointly handle public affairs to achievepublic value.Through in-depth observations on the ground,the main problems and causes of the current smart government construction at the technical level,process level and structural level were found.Due to inadequate application of information technology,unbalanced distribution structure of government information resources,and excessive concentration of power,the problem of smart government construction is manifested in large investment at the technical level,serious waste,and a new "cloud island";the linkage at the process level is not Strong,insufficient response to external demands,lack of motivation for long-term optimization;poor division and coordination at the organizational structure level,insufficient authority of data management institutions,and has not yet constituted an effective network governance system.To solve these problems,we need to strengthen and improve the top-level design of smart government construction,use data standardization as a starting point to deepen process optimization,promote the construction of smart government by multiple subjects,and legally protect and consolidate the achievements of smart government construction.
