Since the 19th National Congress of the Communist Party of China,with the strengthening of the eight provisions of the central government,the nationwide anti-corruption construction has been further promoted,which has made the overall ruling ability of the civil servants in China continue to improve and their image has continued to improve.As China's reform cause entered the "deep water period",the requirements for the administrative capacity of civil servants,especially grass-roots civil servants,reached an unprecedented height.In the realistic advancement of China's major policy,grassroots civil servants are at the forefront of struggle,directly facing the broad masses of the people and playing the role of the "last mile" of policy.However,in recent years,localities have frequently reported the issue of grassroots formalism,the most representative of which is the administrative inaction of grassroots civil servants.Grassroots civil servants do not perform their duties in their positions and cannot implement the implementation of various policies,which seriously hinders the reform process and the construction of modernization in China.The problem of administrative inaction of civil servants at the grassroots level is a major issue that needs to be resolved urgently.The main part of the article starts from the interpretation of the two key grassroots civil servants and administrative inaction,and grasps the central issue of the article research.The definition of grassroots civil servants combines the interpretation of civil servants in the law and the characteristics of their ranks;the definition of administrative inaction comes from combing the many discussions of administrative law scholars on inaction.Then the theoretical basis of this paper is introduced:one is the two-factor theory,and the other is the comprehensive incentive theory.On the basis of conceptual understanding and theoretical clarity,this paper finds out the commonalities of the administrative inaction in the case based on the classic cases of ten administrative inactions published by the Supreme People's Law.The paper discusses the types,manifestations and harms of administrative inaction of civil servants at the grassroots level.Then,according to the explanation of the reasons for the administrative inaction of civil servants at the grassroots level,firstly,from the perspective of the malpractice of the civil servant management system,it is analyzed that the imperfections of the compensation system,performance appraisal and incentive system can't encourage grassroots civil servants to actively perform their duties;The civil servants' own administrative ability,legal literacy,and the consciousness of serving the people analyze the subjective reasons for its inaction;the third is to analyze the imperfect administrative relief and administrative procedures from the perspective of laws and regulations,which will give the grassroots civil servants administrative inaction.Space;the fourth is to supervise the one-sided and same-person accountability of the subject,which makes it difficult to achieve real supervision of the administrative inaction of grassroots civil servants.Therefore,in the countermeasures to deal with this problem,this paper also looks for specific countermeasures from these four aspects:First,improve the specific salary system,performance appraisal system and incentive mechanism in the civil service administrative system,so that grassroots civil servants"do not want to act";The second is to strengthen administrative capacity building,professional ethics construction and work style construction from the perspective of the overall quality construction of civil servants at the grassroots level,so that they spontaneously "do not act";thirdly,from the perspective of perfecting the laws and regulations related to administrative inaction,Improve the administrative work guidance for grassroots civil servants from the aspects of administrative relief and administrative procedures,so that they can "do not act";finally,from the perspective of supervision and accountability,broaden the angle of social supervision of grassroots civil servants and improve the accountability mechanism,Let the grassroots civil servants "do not dare not act." Based on these four aspects,we will truly achieve a comprehensive problem of curbing the administrative inaction of grassroots civil servants,let each policy be implemented and truly safeguard the interests of the people.The innovation of this paper lies in the selection of the domestic scholars' research trend on administrative inaction,positioning the research object on the grassroots civil servants,and combining the new requirements for the governance ability of grassroots civil servants in China and the new management of grassroots civil servants.The idea is to focus on the issue of managing the administrative inaction of civil servants at the grassroots level.Secondly,in the choice of theory,this paper combines two-factor theory and comprehensive incentive theory,on the one hand to stimulate the enthusiasm of grass-roots civil servants to perform their administrative duties through health care factors and incentive factors,and on the other hand,through internal and external rewards emphasized in the comprehensive incentive theory.Prevent getting the same result,to contain and combat administrative inaction.From the positive and negative incentives,the two-pronged approach can achieve effective results in all aspects.Finally,in the specific countermeasures,the author proposes that in the assessment of grassroots civil servants,it should pay attention to "fairness",through the refinement of the assessment indicators,the real response to the individual's administrative ability,the assessment of the subject's diversification to restore the individual's work status,assessment As a result,it is truly possible to achieve the role of rewarding diligence and punishing administrative inaction.It really makes the grassroots civil servants see"fairness" and thus encourages them to actively fulfill their administrative responsibilities.
