Civil servants as a special professional group, is the executor of the government administrative affairs. Civil servants at the grass-roots level as a part of the bottom, a direct contact ers with people, the practitioners of social and public affairs, theirs’ ethical level directly affect the government’s image, affect the government’s identity from citizens, also affect the government’s policy implementation. Under the environment of Chinese society in transition, under the influence of building a service-oriented government, scholars and politicians are increasingly concerned about civil service administrative ethics which becomes a relatively new topic in the field of administrative management.Starting from the theoretical analysis and category of the grass-roots civil servants and administrative ethics, and the relevant laws in our country, on the basis of the civil service system, and the established administrative ethics of ethics, the basic concept of civil servants at the grass-roots level and administrative ethics are given, and the civil service’s core values and the value of the career of civil servants standards are simply explained.On the basis of the theoretical support, combined with civil servants of the outside social life after the reform and opening and internal related administrative system, especially typical anomie cases of the grass-roots civil servants administrative ethics, the typical performance of the grass-roots civil servants’administrative ethics anomie is summed up gradually widespread and the status of civil servants at the grass-roots level is mainly analyzed, including the conflict between private interests of the individual citizens of and public interests of different social groups, the opposition of collective interests of the government organization and the public responsibility of administrative execution, as well as the conflict of rights and obligations among the role of family life, organization member and public administration. From grass-roots civil servants who play different roles in the face of different places in different environment, the specific construction of the grass-roots civil servants’administrative ethics anomie in the political life are described in detail. Next from the limitations of government and the characteristics of civil servants at the grass-roots level, the limitations of grass-roots government’s economic level, regional location, present situation of the grass-roots level of urbanization and city overall strength are described in detail. environmental factors of the grass-roots civil servants administrative ethics anomie are systematic analyzed, including the unrest of civil servant, the huge gap between ideals and reality, civil service salary, and career development of different grass-roots level and compensation psychology and collective interests. Also the cause of the grass-roots civil servants ethics anomie are analyzed from the system level, including a big loophole of itself, and administrative ethics legislation seriously lagging behind, no the quantitative measures of ethical anomie as well. Finally, the civil servants hired holes also is made detailed instructions, aimed at more profound comprehensive analysis of the grass-roots civil servants ethics anomie’s reality reason, and then be able to find the feasible management ways.In the last part of the article, on the basis of the deeply analysis of the related theory and the present situation and reason of the grass-roots civil servants, how to effectively govern the administrative ethics anomie of grass-roots civil servants is analyzed. First from the ideological and moral level of the ethical and moral education, administrative spirit, administrative personality, the author emphasises that the grass-roots civil servants should give top priority to the interests of the citizens, remind their own responsibility, and solve the administrative execution of administrative benefit produced by the contradictions with proper reasonable means, as well as set up the idea of serving the people.Secondly from the aspect of grass-roots civil servants’ professional ethics education, the author emphasizes that the civil as a special profession, in shaping process of his professional ethics, should be enhanced the political education and civic education, and should strengthen the administrative ethics risk education as well, which makes the positive education combined with a negative stimulus, and affects more comprehensive on civil servants administrative ethics education. combined with professional ethics education of civil servants, improve the professionalism and scientificalness of the civil service administrative ethics. Thirdly, from the aspect of administrative ethics system construction of grass-roots civil servants, the author not only combines the system ethics and ethical institutionalization, but also emphasizes the effective supervision on system of ethics, to set up internal supervision and the third party supervision and coordinates, to make full use of network media supervision, and innovatively suggests that we should strengthen the social security system of grass-roots civil servants to meet the living needs of civil servants at the grass-roots level and demand a higher level of self-actualization. Finally, from the Angle of the administrative ethics legalization, managements are put forward, including not only improving the ethical law system, popularizing legal common sense, also including shaping the core values of grass-roots civil servants, and setting up the specialized legal supervision, strengthening supervision, etc., finally the advanced experience of other countries or regions is simply introduced. The author hopes to put forward her own point views for grass-roots civil servants administrative ethics construction of our country in the maximum extent.
