State civil servants who exercise public power, the government convey ideas and execution, their behavior will be related to the overall interests of the public and individuals. Due to the special nature of the civil service career and identity, therefore the civil service needs to have a stronger sense of responsibility and mission, which is the spirit of the civil service career also made relatively higher demand. The grassroots administrative enforcement of the civil service system in the civil service is an important part, their work performance will be the development and stability of our society and the public servants working for the country’s level of acceptance and image plays a vital role. With the development and changes of the times, the organization’s management philosophy has undergone enormous changes, also used by a growing number of public organizations.First, to resolve the grassroots administrative enforcement of the civil service is different from the integrated management classes, characteristics and nature of the work of professional and technical class of civil servants, and expounded the basic administrative enforcement of the civil service performance evaluation of the characteristics of the class according to their characteristics;then analyzed current problems grassroots administrative enforcement of civil servants performance appraisal exists, and find out the root cause of problems; Finally, the nature of work of grassroots administrative enforcement of the civil service, features and grassroots administrative enforcement of civil servants performance appraisal problems were there targeted corrections, and provide a viable path for the design methods and targeted grassroots administrative enforcement of civil servants performance appraisal system.
