Most of the grass-roots civil servants is China’s civil servants incentive, promotion is the most important factor of grassroots civil servants. The domestic research on the promotion of civil servants mainly cadres at and above the county level, but as a promotion in the overwhelming majority of the grass-roots civil servants has rarely cares. In this paper, based on the town (Xiba town) nearly five years of promotion of case study, effects on the promotion of junior civil servants qualifications, age, work ability, social ability, performance, relationship and other factors were analyzed, and the experience, not avoid sensitive issues attitude of Xiba town to get promotion of civil servants "relationship" of the in-depth analysis, presents the factors influence the important influence in the promotion of junior civil servants. On this basis, makes a preliminary summary of the deep reason of the grass-roots civil servants promotion in China, and put forward the "performance assessment" as the single most important factor for promotion of junior civil servants, in the competition, the public selection for the optimization scheme of main promotion way, to promote grass-roots civil service promotion system more fair, just and open.
