Research On The Optimization Of Shanghai Rural Community Police Operation Mechanism

As an important task that ensures the safety of people's lives and property,serves the masses,as well as maintains the stability and security of the country and life,community policing plays an important role in our country at present.At the same time,the social situation becomes increasingly complicated with the economic development of the country,since all kinds of cases,contradictions and disputes emerge in endlessly,which requires that community policing work must be constantly adjusted and optimized to adapt to the development of society.Shanghai as an international metropolis,the importance of its community policing work is self-evident.In this paper,it takes the operation mechanism of rural community policing in Shanghai as the research object.Through the use of the theory of non-growth improvement and coordinated governance,it introduces the present situation and achievements of the operation mechanism of rural community policing in Shanghai in this paper,which takes Jinshan District as an example to analyze the existing problems.As a result,it puts forward some corresponding countermeasures,and some suggestions for further optimizing the operation mechanism of rural community policing in Shanghai.In this paper,it thinks that the achievements of the construction of rural community policing in Shanghai are as follows,in which the level of intelligent security in rural society has been improved,the force of mass defense and mass governance has been continuously strengthened,the relationship between the police and the people has been more harmonious.However,what is undeniable is that there are still some shortcomings in the operation mechanism of rural community policing,which are mainly embodied as following aspects.For example,the allocation of police force is not perfect,the construction of security facilities needs to be strengthened,the ability and quality of community police need to be improved,and the assessment needs to be further optimized.In view of it,we can draw lessons from the experience of community policing in the United States and combine with the rural reality in Shanghai to further improve the ability of rural community policing work by perfecting the allocation of police force at the grass-roots level,scientific assessment,strengthening the construction of security facilities,giving full play to the linkage of joint service on the basis of the operation mechanism of community policing.In this paper,it analyzes the problems and causes of the operation mechanism of rural community policing in Shanghai through empirical analysis,literature research,comparative analysis and other methods,which thus puts forward some reasonable improvement measures for the operation mechanism of rural community policing in Shanghai on the basis of the relevant theories.Besides,the main content of this paper consists of five parts in addition to the introduction and conclusion.In the first part,it explains the meaning,related theory and enlightenment of the operation mechanism of community policing.In the second part,it introduces the present situation of the operation mechanism of rural community policing in Shanghai.In the third part,it analyzes the problems and causes of the operation mechanism of rural community policing in Jinshan District.In the fourth part,it introduces the relevant experience of the operation mechanism of community policing in the United States.In the fifth part,it puts forward some optimization measures for the operation mechanism of rural community policing in Shanghai through the combination of the relevant experience of the United States.
