Study On The Holistic Governance Of Social Security Protection In Suburb Rural Areas

Compared with that in town, social security protection in suburb rural areasfeatures with several problems such as large area, difficult management and control,low active participation of farmers and great shortage of government-relatedinvestment. But it should be highly valued as it’s of brutal importance in theconstruction of harmonious society, the fulfillment of farmer’s needs in work andliving and the advancement in the healthy development of economy and society insuburb rural areas. This essay uses the theory of holistic governance to make acomprehensive and profound analysis of social security protection in suburb ruralareas in Shanghai Jinshan District, not only affirms the achievements the district hasmade, but also analyzes the various deficiencies that exists and proposes theimprovable countermeasures as well.This essay considers that there are several major achievements Jinshan Districthas made in rural society security protection such as society security protectionsystem has been initially formed, the government investment in rural social securityprotection has been gradually increased, the villagers and other social forces hasbeen mobilized and organized into the security protection and the mechanism of theexpression of villagers’ interest and relief has been established and improved. Butfrom the perspective of holistic governance theory, the deficiencies are also obvious:under the regulatory model, the main body of the rural social security protection issingle, the investment is inadequate, the coordination among different rural socialsecurity protection forces is insufficient, the government and the local farmers lacktrust towards migrants which they deserve etc. In order to change this situation, thedistrict should learn experiences from Beijing, Zhuji City Fengqiao Town of ZhejiangProvince, Handan City Ci County of Hebei Province and other places, to focus on theestablishment of holistic governance mechanisms of rural social security protectionin Jinshan District. The following measures should be taken: to realize the integrationamong rural social security protection forces by re-innovation of the villagecomprehensive management work service station and the improvement of the ‘village officials as policemen’s part-time job’ system; to strengthen the coordinationamong rural social security protection agencies of the district and towns; tocontinually increase the government investment of human, financial and materialresources in rural social security protection to realize the precaution by persons andtechniques; to mobilize village-level organizations, enterprises, social organizationsand villagers to actively participate in the work of social security protection.
